Head of Operations

JOB ACCOUNTABILITY:

Responsible for providing long-term planning, integration and management of key functions under the Operations and Engineering and Technical functions of the business. This role brings together the critical strategic and administrative activities under one leader with the intention of further increasing the operational effectiveness, efficiency and speed of the various Operational departments to ensure the achievement of set goals and targets – with a financial consciousness mindset. This position provides senior management leadership over critical Operations functions including Engineering & Technical Support, and Operations, i.e. Pre-Stressed Construction, General Contracting, Production, Maintenance and Warehouse, Procurement, and Quantity Surveying,

The Head of Operations will play a crucial role on the Senior Leadership Team to ensure that resources are aligned, properly utilized and financially cost-effective to support the overall strategic direction of the organization and to strengthen the Operational and Technical functions, thereby enabling excellent programming and growth.

DUTIES AND RESPONSIBILITIES:

Work with the CEO and COO to lead and manage the Operations Segment through significant strategic and organizational improvements.

Provide visionary leadership and management of the organization's Operational functions, to ensure the overall performance and achievement of the vision and mission of the company and strategic directions.

Increase the operational effectiveness and efficiency of each team and departments under the Operations sector to achieve financial targets.

Set long-term strategic direction for the operational functions, anticipate key trends, opportunities and vulnerabilities and position functional support to ensure infrastructure and systems are stable and supports the demands of current programs and future growth.

Contribute to overall strategy, leadership, values, culture and decision-making through active membership of the Senior Leadership Team.

Strengthen and upgrade employee engagement, talent acquisition and development, as well as leadership development. Help develop, model, and mentor junior and middle management leaders towards productivity and performance.

Manage the development, operations and financial aspects of the organization's technical products and services systems.

Directs the strategies and tactics to obtain optimum utilization of work force, equipment and systems according to project timetables.

Support the Executives and fellow Senior Leaders with insightful input in key organizational decisions.

10.   Drive the establishment and continuous enhancement of Operational – Constructions policies, processes and work procedures while maintain the required quality standards and benchmarks.

11.   Employ an effective, diplomatic, and influential communication style with external parties – clients, contractors, architects and government agencies.

12.   Proactively provide key data and information for the executives that would assist in complex organizational and strategic decisions based on the right analysis, synthesis, and interpretation.

13.   Support in strategic planning in order to upturn proficiency, productivity and efficiency of the projects and operations performance services.

14.   Manage the development, operations and financial aspects of the organization's construction delivery services.

15.   Direct construction functions and sequences of work to obtain optimum utilization of workforce and meet revenue projections and budgets.

16.   Directly involve in managing job cost analysis and QS on all projects to ensure margins and consistent profitability.

17.   Ensure the achievement of customer satisfaction on projects from pre-award to project turnover.

18.   Ensure the continuous improvement of the labor planning, learnings from "post mortems"/debriefings after each project, job cost budgeting process and fabrication of required tools/equipment.

19.   Analyze general economic, business and financial conditions that would impact projects and project sites.

20.   Analyze price movements of materials and seek to strengthen vendor/supplier/subcontractor dynamics.

SKILLS AND QUALIFICATIONS:

Registered Civil Engineer for at least 20 years.

Possesses strategic mindset with regards to decision making, driving for results, effective leadership and relationship building.

Minimum of 15 years' experience managing general construction projects.

Minimum of 10 years' experience managing construction operations professionals.

Minimum of 5 years' experience leading a construction operations group that delivers over Php500M in annual revenue.
