ASSISTANT CUSTOMS DECLARANT AND ADMINISTRATIVE ASSISTANT

Position Summary

The Assistant Declarant and Administrative Assistant supports the Customs Declarant in preparing, processing, and monitoring import/export documentation in compliance with the Customs Modernization and Tariff Act (CMTA) and related regulations. The role ensures timely submission of declarations, accurate encoding of shipment details, and coordination with stakeholders to facilitate smooth customs clearance.

Key Responsibilities

1. Documentation and Encoding

  • Assist in preparing and encoding import and export entries into the Bureau of Customs (BOC) Electronic-to-Mobile (E2M) System and other related platforms.
  • Compile, review, and organize supporting documents (commercial invoices, packing lists, bill of lading/airway bill, permits, etc.) for customs processing.

2. Coordination and Communication

  • Liaise with importers/exporters, shipping lines, freight forwarders, and warehouse operators to gather necessary shipment details.
  • Coordinate with shipping lines for the processing and collection of refunds.
  • Coordinate with government agencies (e.g., BOC, DA, FDA, DENR) for permits, clearances, or inspection arrangements.

3. Compliance and Record-Keeping

  • Ensure that all declarations comply with applicable laws, tariff codes, valuation rules, and customs policies.
  • Maintain accurate records of filed entries, assessments, and release documents for audit and reporting purposes.
  • Assist in the preparation of monthly and quarterly customs reports.

4. Support to Declarant and Operations

  • Provide clerical and administrative support to the Licensed Customs Broker and/or Declarant.
  • Monitor requested services and deadlines for lodgment and payment to prevent penalties or storage charges.
  • Assist in post-entry activities, including amendments, refunds, and document retrieval.

Qualifications

  • Bachelor's degree in Customs Administration, Logistics, Business Administration, or related field.
  • Preferably with exposure to customs brokerage operations or related logistics functions.
  • Minimum of 6-12 months experience in customs brokerage operations or related logistics functions.
  • Familiarity with the BOC E2M System and CMTA provisions is an advantage.
  • Strong attention to detail, accuracy in data entry, and organizational skills.
  • Proficient in MS Office (Word, Excel) and comfortable with electronic documentation systems.
  • Good communication and interpersonal skills.
  • Ability to work under pressure and meet tight deadlines.

Work Environment and Conditions

  • Primarily office-based, with possible visits to BOC, ports, container yards, or government agencies when needed.
  • May require extended hours during peak shipment periods.

  • Accuracy and timeliness of encoded declarations.
  • Compliance with customs requirements and avoidance of penalties.
