Job Title: Customs Declarant

Reports To: Customs Declarant / Licensed Customs Broker

Location: Manila

Employment Type: Full-time

Key Responsibilities

1. Declaration Preparation and Filing

  • Perform accurate documentation, customs clearance, processing and timely release of Import and Export shipments from customs custody
  • Prepare and lodge import and export entries using the Bureau of Customs (BOC) Electronic-to-Mobile (E2M) System, including Single Administrative Documents (SADs).
  • Accurately classify goods according to the Philippine Tariff and Customs Code, ensuring correct Harmonized System (HS) codes and rates of duty.
  • Encode shipment details accurately, reflecting the supporting documentation.
  • Assist in computation, filing, and payment of Bureau of Customs duties and taxes.

2. Documentation Review and Compliance

  • Review all supporting documents such as commercial invoices, packing lists, bills of lading/airway bills, and permits prior to lodgment.
  • Ensure compliance with customs laws, valuation rules, and relevant agency clearances (e.g., DA, FDA, DENR).
  • Verify that all declarations meet the requirements to avoid penalties, delays, or shipment holds.
  • Maintain accurate and proper documentation of shipment details in freight system.

3. Coordination and Communication

  • Coordinate with clients, shipping lines, freight forwarders, and warehouse operators to gather shipment data.

  • Coordinate customs clearance status with logistics arm to ensure proper communication of information and timely delivery of each shipment.

  • Liaise with BOC personnel and other regulatory agencies for processing, inspections, and release of shipments.

  • Provide clients with status updates and assist in resolving customs-related issues.
  • Monitor shipment departure, arrival, and clearance statuses to ensure prompt release of shipment.
  • Expedite release of shipments by following up and coordinating with stakeholders responsible for customs processing.

4. Post-Entry Processing

  • Handle amendments, cancellations, and post-entry audits as necessary.
  • Prepare and submit required customs reports and maintain accurate records for internal audit purposes.

5. Continuous Compliance and Improvement

  • Keep abreast of updates in customs rules, tariff schedules, and electronic lodgment procedures.
  • Recommend process improvements to enhance clearance efficiency and regulatory compliance.
  • Performs other related activities that may be assigned by immediate supervisor.

Qualifications

  • Bachelor's degree in Customs Administration, Logistics, International Trade, or related field.
  • Preferably a Licensed Customs Broker or with relevant experience in customs lodgment.
  • Minimum 3-5 years of hands-on customs lodgment experience required.
  • Proficient in BOC E2M System and familiar with CMTA provisions and tariff classification.
  • Must have at least 1 year of practical experience using the BOC E2M System.
  • Strong attention to detail and accuracy in documentation.
  • Good communication and coordination skills.
  • Ability to work under pressure and meet tight deadlines.
  • Proficient in MS Office applications and electronic documentation systems.

Performance Indicators

  • Accuracy of lodged entries (tariff codes, valuation, documentary compliance).
  • Timeliness of lodgment and release of shipments.
  • Compliance with customs regulations and avoidance of penalties.
  • Client satisfaction with clearance process.
