
Human Resources and Admin Officer

The Human Resources and Admin Officer is responsible for organizing, coordinating and timely processing of all tasks and responsibilities under the Human Resource and Administrative Department (HRAD) to ensure harmonious organizational structure. The HRAS supports all activities and company goals set by the HR Manager
Responsibilities & Authorities:
HUMAN RESOURCE
- Recruitment
· Facilitates the manpower requisition process which is supported by the Manpower Requisition Form (MRF Hiring Service Level Agreement (SLA) is 60 days upon receipt of approved form.
· Request for approval of job posting advertisement.
· Immediately, upon approval, reviews and approves job posting to be advertised.
· Conducts initial interview for candidates who passed the examination.
· Ensures that the background check is performed prior the job offer.
· Secures approval from the Manager in the event that the requested compensation package deviates from the approved salary matrix.
· Conducts job offer.
· Informs HR Manager and the hiring manager of expected date of on-boarding.
- On-board
· Presents the contract of employment to the newly hires.
· Ensures that the on-board checklist are complete, if not, follow up request to the concerned departments.
· Ensures employee orientation of newly hired employees except for compensation related discussions.
· Ensures employee orientation and technical training as conducted by the HR and Technical Trainer consecutively.
· Ensures and monitors training of newly hired employees are properly implemented.
· Presents the contract of employment to those who passed the technical training.
- Performance Management System
· Ensures that all probationary employees have their 3rd month evaluation and 5th month according to the Employee Calendar by reviewing it every 1st Monday of the month.
· Approves the regularization notice of the probationary employees who passed the evaluation.
· Counsels probationary employee who did not pass the evaluation and discusses his/her end of contract before his/her 6th month together with the Department Manager
· Ensures that the quarterly performance review of regular employees are received by the Team Leaders thru email blast a week before the quarter starts.
· Prepares job description of the HRA team.
· Reviews job description of the whole organization.
· Sees to it that the job description is understood by all employees.
· Helps on the job grade level and salary matrix of the company as needed.
· Recommends annual salary increase of the employees who got a grade of 3.25 to 4.0 based on the salary matrix every 2nd quarter of the year depending on the income of the company.
· Does salary survey of sensitive position in order to be in adept in the technology industry as needed.
· Helps in recommending list of candidates for confirmation / promotion / transfer
- Compensation and Benefits
· Updates the database of employees.
· Ensures that all employees have their statutory enrollment with SSS, Philhealth, Pag-ibig and Bureau of Internal Revenue.
· Ensures the regular posting of all government contributions of the employees every 29th of the month.
· Assists the employees with the processing of their government benefits.
· Reports the new hires and process employees with salary adjustment to payroll in a timely manner.
· Reviews and approves Daily Time Record submitted by the HR Assistant.
· Ensures that the 201 files are complete and secure.
- Training
· Facilitates the Training Needs Analysis (TNA) of the department/organization.
· Oversees the training requested by the different teams to be relevant.
· Submit results of the TNA and recommendation to HR Manager.
· Cascades to all teams the approved training matrix and plan.
· Ensures that training matrix is within the schedule.
- Employee Relations
· Reviews the Company Policy as needed.
· Ensures industrial peace within the organization.
· Ensures that employees are abiding the Company's Code of Conduct and employees related problem are properly addressed
· Ensures that due process is always practice .
· Initiates Disciplinary Case Hearing to employee/s who has severe violation if necessary.
· Provides counselling or coaching to employees or team leads if necessary.
· Helps the HR Manager on the labor related problems that might put the company in unstable situation.
- Off-board
· Conducts exit interview to the employee who intends to resign.
· Ensures that the clearance is complete.
· Ensures that the final pay is paid on time.
ADMINISTRATIVE
- Accounting
· Ensures that disbursements and receivables are recorded prior to endorsement to Accounting.
· Ensures replenishment of petty cash.
- Asset Management
· Ensures that the company facilities are in good condition
· Always secures office facility and safe keeps company assets.
· Review and approve the company issued property to employee/s.
· Recommends request for office supplies, equipment and furniture to General Manager for approval and ensure on time delivery.
· Reviews the annual inventory of assets.
· Investigates and issues incident report addressed for assets that were destroyed or impaired due to natural and extra-ordinary use.
- Purchasing
· Ensures that the 3 quote policy is always practiced.
· Ensures that the quality and price of the office equipment and furniture are approved by the HRA Manager
