he Cost Engineer Officer is responsible for monitoring, analyzing, and controlling project costs to ensure that construction and engineering projects are delivered within budget. The role involves preparing cost estimates, tracking expenditures, analyzing variances, and supporting management with accurate cost data for decision-making.

Key Responsibilities:

  • Cost Estimation & Budgeting
  • Prepare detailed cost estimates for projects based on drawings, specifications, and scope of work.
  • Develop and maintain project budgets and forecasts.
  • Identify potential cost-saving opportunities and recommend value engineering solutions.
  • Cost Monitoring & Control
  • Track project expenditures and ensure alignment with the approved budget.
  • Monitor financial progress against project milestones.
  • Investigate and report cost variances, overruns, and underutilizations.
  • Contracts & Procurement Support
  • Provide cost data and analysis to support procurement and contract negotiations.
  • Review supplier and contractor quotations for accuracy and compliance with project requirements.
  • Assist in validating claims, change orders, and variations.
  • Reporting & Documentation
  • Prepare cost control reports, forecasts, and financial updates for management.
  • Maintain records of project costs, budgets, and expenditures.
  • Support audits and financial reviews with accurate documentation.
  • Collaboration & Coordination
  • Work closely with project engineers, planners, and finance teams to align cost objectives with project execution.
  • Participate in project review meetings and provide input on cost performance.
  • Ensure compliance with company policies, industry standards, and financial regulations.

Qualifications:

  • Bachelor's Degree in Civil Engineering, Industrial Engineering, or related field.
  • Preferably licensed or with certification in cost engineering (e.g., AACE, CCP).
  • Minimum 2–5 years of experience in cost engineering, project controls, or construction finance.
  • Strong knowledge of project management, cost control methodologies, and construction practices.
  • Proficiency in MS Excel, project management tools (Primavera, MS Project), and ERP systems.
  • Strong analytical, problem-solving, and reporting skills.
  • Detail-oriented, organized, and able to work under pressure.
