Overall, Purpose of the Job

The QH&S Manager for Medical Services (MS) provides support to the Regional Manager QH&S Compliance and to the Management Team for the education of site and MSC staff in the QH&S procedures and tools. This will involve implementing an extensive education program covering all sites and Countries in the Asia/ SEA Philippines. Training will be prioritized by identifying high-risk areas through the site and MSC audit program. Utilizing the established systems of monitoring compliance with the Integrated Management System (Quality & OH&S), identifying deficiencies, and evaluating and minimizing their potential impact on the organization. This will ensure the Philippines MS remains compliant with all relevant internal management systems and regulatory requirements while ensuring risks are well controlled.

Key Responsibilities

  1. To work with the Regional QH&S Compliance Manager to oversee the quality-of-service delivery in the Philippines through direct staff training in the procedures and tools of the Integrated Management System.

2.  Provide relevant training to staff in the Philippines, thereby ensuring that all relevant Standards, Procedures, and tools are implemented in Medical Services for the Philippines. These include:

  • Standards, Procedures, and tools for Medical Service Centres
  • Standards, Procedures and tools for Medical Facilities
  • Standards, Procedures and tools for Medical Transport
  • Clinical Governance in Medical Services
  • Local jurisdictional standards
  • Project-specific standards

  • Participate as a member of the Medical Services Management team

  • Develop quality and business improvement training plans that ensure CQI programs and activities are in place throughout the Philippines

  • Actively participate in Philippines committees and forums, including Clinical Governance and OH&S Forums.

4.  Mentor, guide and develop the key management staff that are employed in Medical Services in the Philippines

  • Provide regular training, mentorship and support to key positions in the Philippines.
  • Provide education sessions as required to improve the level of medical services operational effectiveness and compliance.
  • Participate in the development of induction programs and content that ensures a high level of understanding of relevant Standards. Monitor compliance with Induction Programs.

5.  External Audit & Certification

  • Participate in planning for external certification of Philippines Medical Servic Centres, Facilities and Sites.
  • Assist Philippines Medical Service Centres, facilities and sites as
  • necessary to maintain a state of readiness for external certification requirements.

6.  Additional Responsibilities

  • To work within and promote all International SOS's policies, procedures and corporate values.
  • To be aware of International SOS' OH&S policies, practices and procedures and actively participate in the ongoing development and enhancement of these important areas of our business.
  • Undertaking project work or reasonable duties as requested by the direct Managers.

Occupational Health & Safety (OH&S) Responsibilities

  • Encourage positive attitudes towards OH&S
  • Ensure all workers including contractors participate in approved OH&S training programs.
  • Ensure the hazard identification & risk management process is utilised effectively to manage OH&S risks in the MSC's, Clinics & Medsites.
  • Apply OH&S policy and procedures to ensure compliance with Intl.SOS and regulatory requirements for OH&S at all times.
  • Actively participate in OH&S inspections and audits including corrective actions.
  • Include OH&S performance in worker performance appraisals
  • Ensure all hazards and incidents are reported and investigated appropriately and suitable controls are implemented.
  • Ensure that workers are equipped with the information, instruction, training and supervision that they need to work safely.
  • Ensure all plant and equipment is properly maintained
  • Maintain relevant knowledge of OH&S issues.
  • Act as a role model by demonstrating safe work behaviours.
  • Participate in the development and maintenance of a safe and healthy workplace.
  • Undertake all mandatory OH&S training as required.
  • Comply with any reasonable instructions, policies, procedures or safe work practices given by Intl.SOS in adhering to safe work procedures.
  • Co-operate with management in its fulfilment of its legislative obligations.
  • Take reasonable care to ensure own health and safety and the safety of others.
  • To report any injury, hazard or illness as soon as possible

Required Competencies

  • Advanced skills and significant experience in developing and providing adult education programs including assessment of knowledge and skills gained through the training provided.
  • Ability to undertake competency assessment of staff to identify areas for further development.
  • Ability to develop SCORM-compliant e-learning materials, including competency assessments.
  • Ability to undertake research and maintain currency with clinical and operational practice standards.
  • Ability to work independently, pay careful attention to detail, and manage multiple tasks in a fast-paced environment.
  • Ability to analyse situations and take appropriate action consistent with company policies.
  • Previous experience with ISO 9001:2015 and 45001:2018 is desirable.
  • Significant experience in clinical and management auditing

Required Work Experience

  • Significant clinical experience preferably in an acute care or pre-hospital care setting.
  • Experience in development and implementation of education programs in a health environment

Required Qualifications

  • Registered Nurse or Paramedic.
  • Relevant post graduate qualifications preferably at Masters level or working towards.
  • Qualifications in training and assessment in adult education.

Required Languages

  • English

Travel / Rotation Requirements

  • Philippine locations and possible overseas deployment. Expected travel requirements are up to 50% of the time. Predominantly, training will be conducted using online tools. E.g., Zoom, MS Teams.
