I. FINANCIAL MANAGEMENT (Advance)
Ability to plan, review and prepare financial allocation to operationalize activities of the Commission and its regional offices.

c) Supports the cost consciousness efforts of the Commission
d) Provides solutions to day-to-day operational issues that are escalated by the subordinates
e) Consolidates various budget proposals that have been heard to serve as inputs to various budgeting exercises of the Corporation
f) Prepares status reports of appropriations, allotments and obligations of fund for presentation to appropriate parties
II. BUILDING RELATIONSHIP WITH STAKEHOLDERS (Intermediate)
Ability to build stakeholder relationships and leverage coalition in the implementation of plans, programs, policies, and activities geared toward the achievement of strategic intents of ECC.

III. JOURNALISTIC WRITING (Advance)
Ability to effectively gather news, conduct interactive interviews, write news/stories, and disseminate important news, information and updates to enhance the public image of ECC.
a) Leverages technologies to create compelling pages that attract ECC's webpage visitors
b) Continuously seeks out ways to be resourceful and creative in writing to attract and immediately capture the target readers' interests to read ECC news and updates
c) Knows and understands audience development such as managing online communities (e.g., LinkedIn, Facebook, Twitter, etc.), interpreting data on audience behavior, crowd sourcing for information, and interfacing with the audience
IV. PRESENTING AND SPEAKING SKILLS (Advance)
Ability to deliver presentation/speaking engagement to varied audiences in public or within the organization by effectively communicating topic contents, concepts, knowledge, and information through verbal communication.
a) Uses effective and persuading communication style when relating to the audience
b) Knows the audience expectation and tailor-fit program content according to their needs, desires, knowledge level and attitude towards the topic
V. MEDIA AND PUBLIC RELATIONS (Advance)
Ability to promote ECC to various public and media outlets through various means of communication.
a) Prepares and requests budget approval of PR and media relations to pursue media mileage
b) Assists in managing the public relations team and advises them on matters pertaining to ECC communication programs to ensure consistency in message and proper execution
VI. ARTISTIC SKILLS (Advance)
Ability to create visual images from verbal or written description to transform ideas or information on a given subject matter for production and publications.
a) Reviews requests for drawing/illustration and recommends approval from requesting party/ies
b) Recommends enhancement and/or changes in design and concept based on the desired outcome of artwork to be produced and published
VII. MESSAGE DEVELOPMENT AND DELIVERY (Intermediate)
Ability to strategically develop messages for various audiences and effectively deliver them by evaluating the most appropriate media channel/s for the particular needs of its target audience.
a) Knowledge of the elements of plain language
b) Plans and conducts evaluations to measure the success of communications plans and materials
VIII. PROVIDING SUPPORT AND SERVICES (Advance)
Ability to provide support and services in order to meet the administrative/ clerical requirements of the office.
a) Respects negotiated deadlines and keeps others informed of the progress or unpreventable delays related to the delivery of services
b) Accurately determines priorities in light of urgent tasks and deadlines
