The Purchasing Officer is responsible for sourcing and procuring materials, tools, equipment, and services required for construction projects. This role ensures that purchases are cost-effective, timely, and meet the quality standards specified by the project and company guidelines.

Key Responsibilities:

  • Source suppliers and subcontractors for construction materials and services.
  • Request and evaluate quotations, negotiate prices, payment terms, and delivery schedules.
  • Issue Purchase Orders (POs) and ensure compliance with procurement procedures.
  • Coordinate with project managers, engineers, and warehouse personnel to determine current and future procurement needs.
  • Monitor inventory levels and track deliveries to ensure timely arrival of goods.
  • Maintain and update supplier databases, price lists, and procurement records.
  • Conduct supplier evaluations and performance assessments.
  • Ensure compliance with government procurement regulations and company policies.
  • Manage relationships with vendors to ensure long-term partnerships.
  • Assist in budget control by obtaining cost estimates and forecasting expenditures.

Qualifications:

  • Bachelor's Degree in Engineering, Business Administration, Supply Chain Management, or a related field.
  • At least 3-5 years of relevant experience in procurement or purchasing, preferably in a construction company.
  • Familiarity with construction materials, tools, and equipment is highly preferred.
  • Strong negotiation and communication skills.
  • Good knowledge of local and international suppliers/vendors.
  • Proficiency in Microsoft Office (Excel, Word) and ERP or procurement systems.
  • Detail-oriented with strong organizational and time-management skills.
  • Knowledge of Philippine importation and procurement laws is an advantage.
  • Ability to work under pressure and meet deadlines.
  • Willing to travel to project sites and supplier locations when needed.
  • Integrity and high level of professionalism.
