Human Resource Officer

GENERAL SUMMARY
The Human Resource Officer provides advanced support across all HR functions. The role ensures the timely and accurate execution of HR operations, employee movements, employee relations, compliance, benefits administration, HRIS management, and performance processes. The Human Resource Officer acts as a key HR partner to managers, provides guidance on policy interpretation, ensures compliance with labor laws, and supports continuous improvement of HR workflows.
This position requires strong HR expertise, attention to detail, discretion, and the ability to work independently with minimal supervision.
KEY RESPONSIBILITIES
HR Operations & Administration
Process and ensure timely completion of day-to-day HR operations and transactions.
Prepare HR documents such as employment contracts, addendums, movements memos, and confirmation letters.
Maintain and update employee 201 files, HRIS profiles, and personnel records.
Compile and validate HR data related to payroll inputs (attendance corrections, salary changes, overtimes, terminations, etc.)
Monitor HR calendars including probationary evaluations, contract renewals and performance cycles.
Employee Relations (ER)
Handle complex employee relations cases, including conflict resolution, attendance issues, misconduct, and performance concerns.
Conduct or lead investigations, document findings, preparation of NTEs, hearing notices and recommend appropriate disciplinary actions.
Assist in providing coaching to employees and managers on proper conduct, performance expectations, and policy adherence.
Track ER trends and recommend interventions to reduce violations and improve workplace climate.
Labor Relations & Legal Compliance
Ensure HR practices are in full compliance with the Philippine Labor Code and DOLE requirements.
Assist in preparing and reviewing NTEs, admin hearing notices, and decision letters, ensuring due process is observed.
Support audits, DOLE inspections, and ensure timely completion of required documentation.
Participate in policy review and assist in implementing updates and labor lar-related changes.
Benefits Administration
Administer HMO/insurance benefits including, enrollment, deletion, amendments, and annual renewal.
Resolve escalated benefits inquiries and assist employees with government-mandated benefits (SSS, PHIC, HDMF, EC benefits)
Consolidate utilization reports and provide insights for benefit improvement.
Manage and validate leave credits, including updating balances, and ensuring correct application of leave policies.
Provide guidance to employees on eligibility, processes, and benefit coverage.
HRIS Management and Reporting
Lead HRIS data management, ensuring accuracy, system integrity, and proper use of modules.
Generate and analyze HR reports such as headcounts, attrition, demographics, ER cases, attendance patterns, etc.
Identify gaps and recommend process improvements based on data and analytics.
Recruitment and Onboarding Support
Assist Talent Acquisition in interviewing, screening, and providing hiring recommendations, particularly for critical or senior roles.
Conduct new hire orientation and ensure seamless onboarding experiences.
Ensure new employees complete all onboarding requirements.
Performance Management
Support the annual performance review cycle, including tracking submissions and scheduling reviews.
Assist in documentation and monitoring Performance Improvement Plans (PIPs).
Employee Engagement and Culture Development
Support planning and execution of engagement activities, recognition programs, and company events.
Conduct pulse checks or focus groups as needed to gather employee feedback.
Help drive initiatives that strengthen workplace culture and employee experience.
Leadership and Collaboration
Provide guidance, coaching, and support to the HR and Admin team as needed.
Collaborate with HR leaders and cross-functional managers to deliver HR solutions aligned with business needs.
Uphold professionalism and confidentiality in all HR dealings.
QUALIFICATIONS
Bachelor's degree in Human Resources, Psychology, Business Administration, or related field.
4–6 years of HR experience in generalist or specialist roles, preferably in BPO, shared services, or multinational environments.
Strong background in HR operations, employee relations, and labor compliance.
Experience supporting HR leadership is a strong advantage.
Technical Skills
Proficiency in HRIS platforms / systems.
Strong understanding of Philippine Labor Law and HR policies.
Advanced Excel and reporting skills.
