
Human Resources Manager

POSITION PURPOSE:
The Human Resource Officer is responsible for planning, directing, and coordinating all activities in human resources. Ensure that the HR department functions are properly implemented to his/her department and cascaded or shared to all department managers/officers. Implement, monitor, evaluate (effectiveness) and recommend HR programs/activities to attain the Corporate HR goals to Attract, Sustain and Retain the right talents.
PERFORMANCE ACCOUNTABILITIES:
A. Objectives
To plan, lead, organize and control all activities of his/her department according to the vision and mission of the company.
To help achieve the company's objective and goals for human resources through formulation and implementation of policies, identification of problems.
To ensure resolved issues into opportunities and be realized through effectiveness in human resources management and proper handling of employee/labor relations.
B. QSC Standards
- Ensures that all established standards, rules, and regulations impart training, seminars, and meetings are continually carried out by the employees in their respective work areas, including proper and consistent implementation by department heads and supervisors
C. Budget, Control, and profitability
Leads his/her department in preparing timely and effective operating expense budgets and submits them to Corporate Accounting and Finance for consolidation.
Checks the operating expense budgets for HR department to ensure their accuracy and feasibility
Monitors expenses within her department and implements cost-consciousness measures to ensure that department costs are within the approved budget
D. Manpower Planning, Sourcing and Job Design
Formulates effective Job Description and Job Specifications for new & old positions whose functions are being revised within the department.
Assist the Corporate HR Manager in determining an equitable pay system or costing of jobs thru established job leveling and grading system.
Coordinate with the Corporate HR Manager for any changes of the Job Descriptions recommended by the Department Managers/Officers.
Coordinate the Corporate HR Manager regarding any recommendation concerning the company salary grading and leveling matters.
E. Recruitment
Ensures to hire the most qualified and right candidate on time.
Implement extensive manpower sourcing of applicants thru internal and external sources/channels and recruitment pipelines.
Anticipates manpower needs of each department and identifies the cause of turnover and replacement of personnel.
F. Employment Selection and Testing
Ensures that the chosen applicants have been properly screened, and undergone pre-employment exams and a series of interviews, whether these. are tapped from within or from outside the organization.
Ensure that all materials for applicants screening are well kept and confidential. Upgrade materials according to the skills set and competencies designed for the said position.
G. Placement
Properly determines the assignments and places job applicants in the specific branch department, section, or unit where his/her skills are fitted.
Ensure that the newly hired employee submitted their employment requirements according to the standard lead time and make sure the employee sign employment documents (e.g. contract, job offer etc.)
Strictly implement HR policy in line with employee movements such as resignation, end contract, regularization, transfer, promotion and etc.
Conduct "kamustahan system" to all employees to sustain their employment with the company.
H. On-boarding Orientation
- Implement standard employment orientation for the newly hired. This will help the newly hired understand the whole organization's vision, mission, and organizational structure, & the different departments' functions.
I. Work Environment and Conditions
Monitors the comfort and safety of employees in the course of their employment.
Ensures harmonious working relationships between employees within the organization.
Ensures the compliance of Basic Occupational Safety and Health Programs required by the DOLE.
J. Employee motivation and engagement
Ensures the continual enhancement of the enthusiasm and morale of the employees in the course of their employment with the company.
Identifying the employee's problems, needs, and values.
Planning and implementing effective motivational programs and activities to address the employees' concern.
Create motivational programs or culture-building engagement activities to sustain employee engagement to his/her work and company as well.
K. Compensation and Benefits
Recommend to the Corporate HR Manager better compensation packages to employees based on the job design and in line with the existing minimum wage laws and labor standards.
Ensure that all statutory benefits with SSS, Philhealth, and Pag-ibig Fund are accurately remitted & reported on time.
Recommends, proposes, & implements the benefit packages for employees that will enhance the employee's work motivation and supplement their compensation packages.
L. Rewards and Sanctions
- Monitors the implementation of programs on rewards and sanctions in the different departments and recommends possible programs in relation to employees' performance.
M. Performance Evaluation
Conducts regular performance evaluations of her subordinate employees and closely monitor the implementation of company evaluation to all employees according to the established policies and procedures for Performance Evaluation.
Analyzes the result of the Performance Evaluation and determines possible training and development needs of employees across the whole organization and develops and implements programs that will improve their performance.
N. Employee Feedback
Ensures proper implementation of employee feedback mechanisms in his/her department that will allow his/her staff to air their concerns and grievances through correct procedures and venues
Attends and participates in feedback/grievance proceedings in relation to his department
Informs the Corporate HR Manager regarding employee-related problems that are delicate and extensive in nature and may possibly have a high impact on the company.
O. Employee Promotions
Effectively evaluates the submitted recommendation of all shortlisted employees for promotion.
Recommends to the Corporate HR Department for approval/disapproval of the necessary job promotions or job transfers.
Implements all duly approved job promotions and job transfers.
P. Training and Development
Conduct skills inventory of the immediate of subordinate staff and recommend training program based on the identified skills GAP.
Mentors, instructs, leads and develops the skills of his/her staff to effectively accomplish their tasks and to enhance their career development.
Determines possible training and development needs of his/her staff and of himself/herself and makes recommendations to Training Officer regarding possible training programs to be conducted for or to be attended by them.
Attends and participates in scheduled seminars, workshops and other similar activities set by the company for her own enhancement and ensures that his/her staff do the same.
Q. DOLE: Labor Relations
Stands as a bridge between Management and the employees and ensures the maintenance of a harmonious relationship between the company and its employees
Ensures proper compliance of the company to the provisions of the labor laws and standards including due process of law.
Responsible for compliance with the Occupational Health and Safety standards.
Attends to all labor related concerns like SENA and DOLE/NLRC cases and coordinate the Corporate HR Manager for possible appropriate actions.
Ensures zero related case/pending case and zero related accident/injury case.
R. Conflict & Grievance Management
Ensures accommodating issues and concerns, avoiding conflict, collaborating, competing, and comprising in resolving conflict.
Implements the Grievance & Discipline Procedure consistently.
Implements the careful review of disciplinary action to be imposed & its documentation.
Responsible for the orientation of PDI and its implementation to all employees.
S. Records Management
- Ensures the safekeeping of 201 files, and other HR documents, & secure their confidentiality
T. Internal Communication
Responsible for implementation of company policies, rules and regulations including adherence of those.
Facilitate accurate information drive and make sure it will be shared by concerned employees only and/or by all.
Facilitate any assistance needed by the other department.
U. Administrative Functions
Security Agency
Ensure the compliance of its statutory benefits shall be remitted and reported on-time
Responsible for monitoring the performance of the security personnel assigned to the organization.
Act as the company spokesperson between other department officers' concerns to the security agency's officer.
V. Other Tasks
Responsible for the accuracy and timely submission of reports agreed by the Corporate HR Manager.
Ensures strictly compliance and timely submission of all Government reports.
Attend meetings from time to time like Mancom, Sales Operations meeting, Corp HR meeting and other important meetings that will need the support of the HR department.
Performs other tasks that may be assigned by his direct superior from time to time or in assistance and coordination with other departments when the need arises.
KNOWLEDGE, EXPERIENCE AND SKILLS:
Knowledge
Pass and undergone the required BTS (Brand Training Sales) and Trained (Train the Trainer) Training.
Bachelor's degree in Psychology, Behavioral Science, Human Resource Management or other related fields.
Experience
More than five (5) years' experience in Restaurant Management and Operations.
At least two (2) years of experience in the same field.
Skills
Technical skills (Microsoft Office and Presentation Software like Prezi, Canva, Google Slides, Keynote, Loom etc.)
