Job Summary
The Compliance and Permitting Officer is responsible for ensuring that all company projects, operations, and business activities comply with relevant laws, regulations, and permit requirements. This role involves coordinating with government agencies, securing necessary permits and licenses, maintaining regulatory records, and monitoring compliance across all stages of project implementation.
Key Responsibilities
1. Regulatory Compliance
- Ensure full compliance of all company operations and solar projects with relevant laws and regulatory requirements set by DOE, DENR, PEZA, DOLE, ERC, BIR, LGUs, and other agencies.
- Monitor and interpret updates to national and local regulations related to renewable energy, environmental compliance, and economic zone operations.
- Develop and implement internal policies, procedures, and documentation systems to ensure consistent compliance.
- Prepare and submit periodic compliance reports to management and regulatory bodies.
2. Permitting and Licensing
- Identify and secure all necessary permits, clearances, and endorsements required for solar project development, construction, and operation, such as:
- Department of Energy (DOE): Certificate of Endorsement (COE), Solar Energy Operating Contract (SEOC), and other DOE-related permits.
- Department of Environment and Natural Resources (DENR): Environmental Compliance Certificate (ECC), Wastewater Discharge Permit, and other environmental clearances.
- Philippine Economic Zone Authority (PEZA):
- Registration of renewable energy facilities or locators within PEZA zones.
- PEZA Permit to Install Solar Energy System.
- PEZA Endorsement for Tax and Duty-Free Importation (if applicable).
- Coordination of project documentation and compliance within PEZA ecozone policies.
- Energy Regulatory Commission (ERC): Net Metering, Solar Service Contract Endorsements, and related authorizations.
- Local Government Units (LGUs): Locational Clearance, Building Permit, Business Permit, and other local requirements.
- Other Agencies: DOLE, BIR, and Bureau of Customs (for importation of solar equipment).
- Maintain a comprehensive tracking system for all permits, including expiration dates and renewal schedules.
- Coordinate with third-party consultants and government offices for the submission and follow-up of permit applications.
3. Documentation and Reporting
- Maintain a centralized database of all compliance and permitting documents.
- Prepare and submit status reports on all ongoing permit applications and renewals.
- Ensure accuracy, completeness, and proper filing of regulatory and project documentation for audit purposes.
4. Coordination and Communication
- Serve as the primary liaison with regulatory agencies (DOE, DENR, PEZA, ERC, LGUs, etc.).
- Support project teams in understanding compliance and permitting requirements at every stage of project development.
- Represent the company during site inspections, hearings, and coordination meetings with government authorities.
5. Risk Management
- Identify compliance-related risks in project operations and propose preventive or corrective actions.
- Conduct internal audits and reviews to verify compliance with statutory and regulatory obligations.
- Recommend improvements in processes to strengthen compliance systems and reduce permitting delays.
