About the Role

We are looking for an experienced and detail-oriented QS Manager to lead the Quantity Surveying Department for our ongoing and upcoming construction and infrastructure projects in Cebu City.

This is a key leadership role that requires someone with extensive years of experience managing cost estimation, project budgeting, contract administration, and value engineering for large-scale horizontal and vertical projects.

The ideal candidate must possess exceptional analytical, technical, and leadership skills, ensuring every project is delivered within budget, timeline, and quality standards.

CORE FUNCTIONS

1. Project Cost Management & Budget Control

Oversee project cost estimation, budget allocation, and financial tracking.

Ensure accuracy in cost forecasting, BOQ preparation, and cost-to-complete reports

1. Contract & Procurement Administration

Manage contracts, subcontracts, and procurement processes with fairness and compliance.

Evaluate contractor claims, variations, and project payment certificates.

1. Leadership & Value Engineering

Lead the QS team in providing cost-efficient and quality-driven solutions.

Initiate value engineering proposals and process improvements.

KEY PERFORMANCE INDICATORS (KPIs)

100% accuracy in cost estimates versus actual expenditure variance within ±5%

Zero cost overruns due to inaccurate projections or missed variations

Timely completion of cost reports and financial summaries for each project phase

On-time processing of progress billings and payment certificates

Minimum 90% satisfaction rating from Project Managers and Management on QS support

Reduction of project cost through effective value engineering by at least 10% annually

SCOPE OF WORK (In Proper Sequence)

1. Pre-Construction Phase

Prepare feasibility cost estimates, BOQs, and cost plans for proposed projects.

Assist in tender preparation, bid analysis, and contractor evaluations

Develop baseline budgets and coordinate with the engineering team for cost alignment.

1. Construction Phase

Monitor ongoing project costs and control budget variances.

Evaluate and process progress billings, variations, and change orders.

Maintain detailed cost tracking and ensure proper documentation.

1. Post-Construction Phase

Conduct final cost reconciliation and project financial closure reports.

Lead project cost audits and submit accurate as-built cost summaries.

Provide management with lessons learned and improvement recommendations.

1. Leadership & Coordination

Supervise QS team performance and ensure adherence to timelines and standards.

Coordinate with Project Managers, Engineers, and Accounting teams.

Lead periodic cost reviews and management meetings.

QUALIFICATIONS

Graduate of Civil Engineering, Quantity Surveying, or Construction Management.

Licensed Civil Engineer or equivalent certification preferred.

Minimum of 8–10 years of solid experience as a Quantity Surveyor, with at least 3–5 years in a managerial capacity.

Proven experience in construction, infrastructure, or horizontal/vertical project cost management.

Excellent skills in MS Excel, AutoCAD, and cost management software (e.g., Candy, CostX, Primavera).

Strong leadership, negotiation, and analytical skills.

Must be a local resident of Cebu City or nearby areas
