ABOUT THE ROLE:

We are urgently looking for a highly analytical and detail-oriented Operational Audit Officer who will lead the internal audit and compliance process focusing on accounting and operational workflows within our construction business. This position directly reports to the President and plays a critical role in ensuring operational efficiency, internal control compliance, and cost integrity across all projects and departments.


CORE FUNCTIONS:
  • Conduct comprehensive audits on accounting, procurement, logistics, and project operations to ensure compliance with internal policies and government regulations.
  • Review and evaluate financial records, cost reports, and operational procedures to identify inefficiencies, errors, and areas for improvement.
  • Develop, implement, and monitor internal control systems that safeguard company assets and ensure transparency in operations.
  • Coordinate with department heads and site managers to validate project costs, billings, and disbursements.
  • Prepare audit findings, risk assessments, and recommendations for the President and management team.
  • Monitor the execution of audit recommendations and ensure corrective actions are implemented effectively.
  • Support management in strategic decision-making by providing data-driven operational insights.

  5. Risk identification and mitigation effectiveness.

KEY PERFORMANCE INDICATORS (KPIs):
  • 100% completion of scheduled audits per quarter.
  • 90% and above compliance rate post-audit correction.
  • 100% timely submission of audit reports to the President.
  • Minimum of 3 validated cost-saving recommendations per quarter.
  • Improvement in internal control score vs. previous audit cycle.

QUALIFICATIONS:
  • Bachelor's Degree in Accountancy, Internal Auditing, or Finance.
  • Preferably a CPA or with strong audit experience in construction, engineering, or contracting industries.
  • Minimum of 5 years experience in internal audit, accounting, or operational review.
  • Willing to be based in Cebu City and conduct site audits when required.
