About the Role

We are urgently looking for an experienced and strategic HR Manager who will lead the Human Resources Division in driving organizational success through effective people management, employee engagement, and compliance excellence.

This role is a key leadership position that will oversee all HR functions including Recruitment, Employee Relations, Compensation & Benefits, Performance Management, and Organizational Development, specifically supporting construction and heavy equipment operations in Cebu City.

Only local Cebu residents with strong experience in the Construction or related industries will be considered

Develop and execute HR strategies aligned with company goals.

Establish HR systems and ensure compliance with labor standards and regulations.

Lead end-to-end recruitment, selection, and onboarding processes.

Implement training, competency development, and retention programs.

  1. Employee Relations & Organizational Culture

Promote a culture of accountability, engagement, and teamwork.

Manage employee discipline, conflict resolution, and morale-boosting initiatives.

Completion of all employee appraisals on time and with measurable results

Zero pending labor disputes due to procedural lapses

Regular HR analytics and reporting submitted accurately and on schedule

SCOPE OF WORK

  1. Develop and implement HR strategies and policies in line with business direction.

  2. Oversee recruitment and selection, ensuring timely hiring of qualified candidates.

  3. Lead onboarding and orientation programs for all new hires.

  4. Manage employee relations, discipline, and grievance handling professionally.

  5. Monitor and evaluate performance management systems to drive accountability.

  6. Oversee payroll coordination and statutory compliance with DOLE, SSS, PhilHealth, and Pag-IBIG.

  7. Initiate employee engagement activities and retention strategies.

  8. Design and execute training programs to improve competency and leadership skills.

  9. Provide HR analytics and insights to management for data-driven decision-making.

  10. Ensure a positive, fair, and compliant workplace environment.

QUALIFICATIONS

Graduate of Psychology, HR Management, or Behavioral Science (Master's Degree is an advantage).

Minimum 7–10 years of solid HR experience, preferably in the Construction or Engineering industry.

Proven background in HR strategy, people management, and operations handling.

Deep understanding of Philippine labor laws and HR best practices.

Local resident of Cebu City or nearby area (strictly required).

Strong leadership presence, integrity, and communication skills.
