Job Summary:
The Human Resources Manager oversees the full spectrum of HR functions within the manufacturing plant, including recruitment, employee relations, compensation and benefits, performance management, training and development, and compliance. A key responsibility of the role is managing labor relations and serving as the company's representative in dealing with unions, ensuring a balanced and productive working environment that aligns with business goals and labor laws.
The HR Manager acts as a strategic partner to management and a trusted advisor to employees; promoting a culture of engagement, accountability, and continuous improvement.
Key Responsibilities: Labor and Employee Relations
- Serve as the company's primary liaison for labor relations, including managing union communication, grievance handling, and collective bargaining negotiations.
- Interpret and implement labor laws, collective bargaining agreements (CBA), and company policies to ensure fair and compliant practices.
- Proactively address employee issues and resolve workplace conflicts through mediation, counseling, and corrective action, fostering a positive and productive work environment.
- Maintain effective relationships with union representatives, government labor agencies (e.g., DOLE), and plant leadership to ensure compliance and harmony in the workplace.
HR Operations and Compliance
- Oversee all day-to-day HR operations, including timekeeping, attendance monitoring, and personnel record management.
- Ensure compliance with local labor laws, occupational health and safety standards, and company policies.
- Prepare and submit mandatory government reports and ensure timely renewal of compliance requirements.
- Manage HR audits and support ISO or other certification-related documentation and HR compliance requirements.
Talent Management and Development
- Lead recruitment and selection efforts for both plant and office personnel to ensure timely hiring of qualified talent.
- Oversee onboarding, training, and employee development programs tailored to manufacturing operations.
- Implement and monitor performance management systems to drive productivity, accountability, and employee growth.
Compensation and Benefits
- Supervise payroll processing, employee benefits administration, and government-mandated contributions.
- Regularly review and recommend improvements in compensation and benefits programs to remain competitive and equitable.
Organizational Development and Culture
- Partner with leadership to design and implement initiatives that strengthen employee engagement, retention, and organizational culture.
- Support change management and workforce planning initiatives aligned with operational needs.
Qualifications:
- Bachelor's Degree in Human Resources Management, Psychology, Business Administration, or any related field.
- At least 8–10 years of HR experience, with 3–5 years in a managerial capacity within the manufacturing or industrial sector.
- Proven experience in labor relations and union management, including grievance handling and collective bargaining.
- In-depth knowledge of Philippine labor laws, DOLE regulations, and HR best practices.
- Strong leadership, communication, and interpersonal skills with the ability to influence and collaborate across all levels.
- Proficient in HRIS and Microsoft Office applications; familiarity with timekeeping and payroll systems is an advantage.
- Willing to be based on-site and occasionally travel to other facilities when required.
