Labor/Industrial Relations
CBA Negotiation
· Maintains current knowledge of employee and labor relations trends, legal decisions, and statutory changes; conducts research necessary to support contract negotiations and employee relations.
· Uses appropriate negotiation strategies to develop bargaining goals and negotiate contracts consistent with the Company's mission, values and goals.
· Work with the Compensation Manager in the development of the Collective Bargaining Agreement (CBA) Packages for both the non-economic and economic provisions of the CBA for management's approval.
· Work with the Corporate Legal Counsel for the review of the Collective Bargaining Agreement or any legal document that shall be negotiated / agreed with the Company or its authorized representative vis-a-vis local union or any employee and its authorized representative.
· Shall provide recommendation to the HR Division Head and/or Management appropriate strategies for the CBA Negotiation.
· Shall be a member of the management negotiating panel in coordination with the HR Division Head, in Collective Bargaining Agreement and other contract negotiations with recognized employee organizations.
Implementing Disciplinary Measure
· Oversee the overall implementation/execution of the administrative proceedings; ensuring that the policy and procedures are strictly implemented and followed.
· Shall act as the lead investigator or chairman of the management disciplinary board for employee infractions committed by supervisors and/or manager.
· Shall act as the lead investigator or chairman of the Committee on Investigation and Decorum for infractions related to Sexual Harassment and other violations on office decorum committed by supervisors and/or manager.
· Review all administrative cases endorse in the ER/LR Department, ensure that all penalties recommended are in accordance with the Code of Discipline before submission to the HR Division Head for final approval.
Grievance Management
· Shall be a member of the management Grievance Committee in coordination with the HR Division Head.
· Shall represent the Company together with the Corporate Human Resources Officer for cases submitted for Voluntary Arbitration.
· Shall confer and seek approval to the HR Division Head and President and Chief Executive Officer before execution of any Management position, strategy and intervention for the Company and its subsidiaries.
Conflict/Dispute Resolution
· Designs appropriate LR programs and interventions to sustain industrial harmony.
· Provides information, advice and assistance to Human Resources department managers and staff regarding application of statutes, regulations, contracts and employee relations practices relating to their functional areas.
· Shall act as the Chairman of the Labor and Management Cooperation (LMC). He/She shall provide a regular updates/status to the Corporate Human Resources on the discussion/agreements/ concerns/ issues tackled and discussed in the monthly LMC meetings.
HR Policies and Regulation
· Develops and recommends to the HR Division Head appropriate policies and procedures concerning employee relations and human resources practices.
Performs other duties that may be assigned by the superior.
