The Quality and Compliance Manager oversees the development, implementation, and maintenance of all quality assurance, quality control, and regulatory compliance programs within the paper packaging manufacturing operations. This role ensures that products meet customer specifications, industry standards, environmental regulations, and internal quality benchmarks.

Quality Management System (QMS)

  • Develop, implement, and maintain the company's Quality Management System aligned with ISO standards (ISO 9001, ISO 14001, FSSC, Halal etc.).
  • Lead internal and external audits and ensure timely closure of non-conformities.
  • Maintain and update SOPs, work instructions, and quality-related documentation.

Quality Control & Assurance

  • Oversee inspection methods, product testing procedures, and QC checkpoints for raw materials, in-process production, and finished goods.
  • Ensure that paper substrate quality, printing, cutting, gluing, and structural integrity meet specifications.
  • Conduct root-cause analysis and lead corrective and preventive actions (CAPA).
  • Monitor quality KPIs such as defect rates, customer complaints, and waste percentage.

Regulatory & Customer Compliance

  • Ensure compliance with local regulatory requirements (DENR, DOLE, DTI, FDA if applicable).
  • Manage customer audits, certification requirements, and document submissions (COA, MSDS, compliance reports).
  • Ensure packaging products comply with environmental and safety standards (e.g., FSC, recyclable materials, food-safety packaging standards when applicable).

Continuous Improvement

  • Lead quality improvement initiatives such as Lean, Kaizen, and process optimization projects.
  • Work with production, engineering, and maintenance teams to improve product consistency and minimize defects and downtime.

Team Leadership

  • Supervise QA/QC staff and inspectors, ensuring proper training and competency.
  • Set performance targets for the quality team and monitor progress.
  • Promote a culture of quality awareness across the organization.

Reporting

  • Prepare weekly/monthly quality performance reports and present findings to management.
  • Track trends in customer complaints, defects, and process deviations to identify improvement areas.

Qualifications

  • Bachelor's degree in Industrial Engineering, Chemical Engineering, Manufacturing, or related field.
  • Minimum of 5 years experience in quality management in a manufacturing environment (paper packaging experience preferred).
  • Strong knowledge of ISO 9001 and other relevant standards (ISO 22000 or GMP is a plus).
  • Experience in root-cause analysis tools (5 Why, Fishbone, FMEA).
  • Knowledge of environmental compliance for manufacturing (DENR regulations).
  • Excellent communication, documentation, and audit management skills.
  • Strong leadership and problem-solving abilities.
