Work Assignment Team Leader
for the
Partnership for Global Infrastructure and Investment
(PGI) Fund Task Order (TO) funded by the
U.S. Department of State
. The PGI Fund TO provides infrastructure project design and delivery support to remove barriers to strategic infrastructure opportunities, such as economic, legal, regulatory, technology, environmental and safety barriers. The PGI Fund TO provides infrastructure transaction advisory services and technical assistance on a flexible, rapid response basis to specific public or private sector projects that resolve legal, technical, or regulatory barriers to implementation.

, the Work Assignment Team Leader will be responsible for the day-to-day management of the Work Assignment in the
Luzon Economic Corridor
, providing effective leadership and day-to-day management of team members and serving as a subject matter expert. The Work Assignment Team Leader will report to the Corridor Advisor in Manila as well as coordinate closely with the AECOM project delivery team in the U.S.

Responsibilities of this position include, but are not limited to:

  • Under the direction of the Corridor Advisor, manage the implementation of the Work Assignment work plan, strategic objectives, and day-to-day activities to ensure the effective, efficient, and timely delivery of the Work Assignment.
  • Serve as the on-the-ground point of contact for the Work Assignment, liaising with local counterparts and clients in a matrixed environment.
  • Manage a matrixed team of long- and short-term personnel drawn from a mix of international and local technical advisors.
  • In coordination with the project leadership team and client, develop and implement a master schedule of work assignments that reflect Department of State and other stakeholder priorities.
  • Work with the Program Coordinator located in the U. S. and other project delivery staff to allocate and adjust resources per changing demands, including deployment of field-based resources
  • Implement quality management tools and processes, and identify independent technical reviewers for all technical deliverables, as appropriate, to verify quality, apply lessons learned, and identify potential alternative solutions for better outcomes
  • Communicate and escalate matters of wider relevance and ensure strong alignment between the Work Assignment Team, Project Leadership, stakeholders, and clients
  • Analyze and propose solutions to continuously improve Work Assignment deliverables
  • Provide inputs on project financials as requested

Qualifications:

  • Bachelor's degree in engineering, business, finance, international relations or other relevant fields. Master's degree preferred.
  • Eight years of relevant professional experience implementing international development projects funded by bilateral and/or multi-lateral donors (e.g.,
    U.S. Agency for International Development, Asian Development Bank
    ). Technical specialization project finance, transportation, digital and energy a plus
  • Demonstrated experience managing project delivery teams and complex projects, including client engagement
  • Strong project management skills, including budget management.
  • Ability to communicate effectively in writing and verbally, with cross-cultural communication skills.
