(Mandarin-Speaking / Cosmetic Packaging & Product Formulation Sourcing)

The Procurement Manager is a senior leadership role responsible for overseeing the company's end-to-end procurement operations with a specialized focus on cosmetic packaging, cosmetic product formulations, raw materials, and supplier sourcing primarily from China. This role requires deep expertise in sourcing high-quality cosmetic packaging components, product formulations, private-label products, and manufacturing partners while securing best-in-market pricing.

The position involves regular travel to China (minimum 1 week per month) to conduct factory audits, evaluate suppliers, negotiate high-value contracts, and ensure products meet international cosmetic standards. Mandarin fluency is mandatory for communicating with suppliers, labs, and manufacturers.

Job Responsibilities

1. Strategic Procurement & Sourcing (Cosmetics-Focused)

• Develop procurement strategies for cosmetic packaging (bottles, jars, pumps, droppers, sprayers, tubes, etc.) and cosmetic formulations (skincare, personal care, beauty products).
• Source and evaluate labs, contract manufacturers, OEM (Original Equipment Manufacturer) /ODM (Original Design Manufacturer) factories, and raw material suppliers in China.
• Ensure competitive pricing, high-grade materials, and reliable supplier performance that deliver multi-million–peso cost savings monthly.
• Identify new suppliers for innovative packaging, sustainable materials, and improved formulations.

2. Factory Vetting & Supplier Qualification

• Conduct on-site audits of cosmetic packaging manufacturers, formulation labs, and OEM/ODM factories.
• Assess production capabilities, hygienic standards, GMP compliance, environmental and labor practices, and quality management systems.
• Perform due diligence on each supplier to ensure they meet international cosmetic standards (GMP, ISO, FDA, etc.).
• Build long-term partnerships with key packaging and formulation suppliers.

3. High-Level Contract Negotiation & Cost Optimization

• Lead major negotiations for large-volume packaging and formulation supply deals.
• Secure cost advantages, rebates, exclusivity, and contract structures that generate massive cost savings for the company.
• Draft, review, and approve contracts to ensure regulatory and legal compliance.
• Manage pricing structures for bulk orders, MOQ requirements, and long-term supplier agreements.

4. Quality Assurance, Product Compliance & Specifications

• Oversee pre-production and pre-shipment inspections for cosmetic packaging and product formulations.
• Coordinate with QA teams to ensure materials, formulations, packaging components, and finished goods meet company standards.
• Ensure packaging compatibility, leak testing, material safety, and regulatory compliance for cosmetics.
• Address issues on defects, non-conformities, formulation inconsistencies, or supplier violations.

5. Logistics, Inventory & Supply Chain Coordination

• Work with logistics teams to ensure efficient shipment of packaging and cosmetic products from China to the Philippines.
• Forecast procurement based on production schedules and projected launch timelines.
• Manage lead times, customs requirements, delays, and implement risk mitigation strategies.

6. Budget Management, Savings Initiatives & Reporting

• Create and manage procurement budgets with aggressive cost-reduction goals.
• Implement strategies that yield millions per month in savings through better pricing, consolidation, and supplier optimization.
• Monitor market trends in cosmetic packaging materials, formulation costs, and raw material price movements.
• Provide weekly and monthly reports on performance, risks, and savings.

7. Leadership & Cross-Functional Collaboration

• Lead procurement staff and align team KPIs with company savings targets.
• Work closely with Operations, QA, R&D/Product Development, Finance, Warehousing, and Marketing for product launches and inventory planning.
• Continuously improve procurement processes, vendor management systems, and documentation controls.

8. Travel Requirements

• Travel to China at least 1 week per month for factory vetting, audits, sourcing, and contract negotiations.

Qualifications

Education

• Bachelor's Degree in Supply Chain, Business, Engineering, Chemistry, or related field.
• Master's Degree or certifications (CPSM, Six Sigma, CPIM, GMP/ISO training) are an advantage.

Experience

• 7–10 year experience in procurement or sourcing, preferably in cosmetics, skincare, OEM/ODM manufacturing, beauty, personal care, or packaging.
• Strong background in China-based sourcing, cosmetics suppliers, and formulation/OEM factories.
• Proven experience negotiating large-volume contracts with multi-million–peso monthly savings.
• Strong experience in quality audits and cross-border supplier management.

Skills & Competencies

• Fluent in Mandarin Chinese (speaking, reading, writing).
• Expert in cosmetic packaging specifications, materials, and formulation requirements.
• Strong negotiation and cost-reduction skills with measurable savings achieved.
• Knowledgeable in GMP, ISO, FDA, and cosmetic regulatory requirements.
• Excellent analytical, decision-making, and supplier evaluation abilities.
• Proficient in ERP/Procurement systems and vendor management tools.
• Skilled in managing multiple high-value sourcing projects simultaneously.
