Key Responsibilities

A.   Procurement Operations

  1. Supervise daily purchasing activities for laboratory reagents, diagnostic kits, consumables, office supplies, and equipment.
  2. Review and endorse purchase requests submitted by various branches before approval.
  3. Source, evaluate, and negotiate with suppliers to ensure quality, cost-effectiveness, and reliability.
  4. Ensure procurement activities comply with company policy, HR standards, and regulatory requirements (DOH, FDA, ISO).
  5. Streamline workflows and propose policy enhancements.

B.   Inventory & Supply Management

  1. Monitor inventory levels across branches and coordinate with branch heads to avoid shortages and overstocking.
  2. Implement systems to track usage, expiration dates, and stock movement of laboratory and office supplies.
  3. Ensure proper handling and delivery of items, especially cold-chain or sensitive laboratory reagents.

C.   HR & Administrative Alignment

  1. Coordinate with HR in budgeting, policy enforcement, and vendor compliance with company standards.
  2. Ensure procurement practices align with HR's ethical, financial, and administrative policies.
  3. Provide procurement support for HR-related needs (e.g., uniforms, employee materials, facility requirements).

D.   Vendor & Financial Management

  1. Maintain and update the list of accredited suppliers and contractors.
  2. Evaluate supplier performance and recommend renewal or termination of contracts.
  3. Track procurement expenses and coordinate with Accounting for payment processing.
  4. Implement cost-saving strategies without compromising quality.

E.   Team Leadership

  1. Supervise and guide procurement staff, ensuring adherence to procedures and timelines.
  2. Conduct training and performance reviews for procurement personnel.
  3. Promote teamwork and collaboration between procurement, HR, finance, and branch operations.

F.    Documentation & Reporting

  1. Maintain updated procurement files, supplier contracts, and inventory records for audit purposes.
  2. Submit regular reports to HR/Management on purchase activities, cost savings, and supplier performance.
  3. Ensure confidentiality and integrity of procurement-related data.

Qualifications

Education:

  • Bachelor's Degree in Business Administration, Supply Chain Management, Operations Management or related course.
  • Training or certification in Procurement/Supply Chain is an advantage

Experience:

  • At least 2-3 years of procurement experience, preferably in healthcare, laboratory, hospital, or pharmaceutical industries.
  • Minimum of 2 years supervisory experience in procurement or supply chain management.

Skills & Competencies:

  • Strong background in purchasing laboratory supplies, reagents, and consumables.
  • Knowledge of HR-aligned procurement processes and compliance standards.
  • Excellent negotiation, vendor management, and cost-control skills.
  • Proficient in inventory management systems and Microsoft Office/ERP software.
  • Strong leadership, communication, and problem-solving abilities
