Facilities and Building Engineer

The Facilities and Building Engineer for the Cebu Comprehensive Cleft Care Center of Excellence is responsible for the overall maintenance and operational integrity of our facility and its equipment. This role requires a professional who can proactively manage and resolve facility issues, ensure compliance with all regulatory standards, and maintain clear communication with all stakeholders.

Key Responsibilities

• Facilities and Maintenance Management: Serve as the primary point of contact for all building and facility concerns, acting as the first-line responder for minor repairs such as plumbing leaks (bathrooms), damaged doors, and broken fixtures. Procure necessary materials for immediate repairs and, when needed, escalate more complex issues to management or external contractors, particularly those covered by warranties or memorandums of agreement with partner hospitals and stakeholders. You will lead the coordination of all maintenance activities, working with medical staff, procurement officers, and facility engineering teams from partner hospitals to brainstorm solutions, document action plans, create update reports for upper management, and ensure timely follow-up.
• Medical Equipment Support: Collaborate with medical staff, procurement and medical equipment suppliers to ensure the optimal function of all medical equipment. Your duties will include assisting with the handling and transport of oxygen tanks and coordinating with suppliers for the maintenance and repair of complex machinery such as operating room pendants, lights, and oxygen manifolds. You will also be responsible for developing and maintaining a detailed maintenance record and a regular preventive maintenance schedule for both medical and non-medical equipment, in consultation with suppliers and end-users.
• Compliance and Safety: Ensure that all facility operations and equipment are in full compliance with local building codes, Bureau of Fire regulations, and Department of Health (DOH) standards. This includes overseeing the procurement and installation of required safety equipment like fire extinguishers, emergency lights, and glow-in-the-dark fire exit maps. You will also schedule and supervise routine inspections and maintenance of key facility components, including water sprinkler systems, CCTV, and other essential fixtures.
• Preventive Maintenance Program: Design and implement a comprehensive preventive maintenance program for all facility systems and equipment. This involves coordinating recurring services such as pest control, defogging, and air conditioning cleaning. You will establish a cleaning schedule with increased frequency for high-traffic areas and ensure that all areas of the center, including previously unserviced rooms like the MedEd, Admin, Pantry, and conference rooms, are included.
• Coordination and Documentation: Maintain comprehensive documentation of all maintenance activities, repairs, and procurement requests. You will work closely with stakeholders, including hospital administration and contractors, to propose and implement solutions for facility issues, such as the installation of curtain tarps to mitigate leaks. This role requires excellent coordination skills to ensure all projects are completed efficiently and according to established standards.

Qualifications:

• Preferred: Experience working in a hospital setting with primary focus of work for facilities and building maintenance
• Preferred: A graduate of any Engineering degree
• Preferred: Must be willing to work with minimal supervision, willing to ask questions and fact find
• Must have at least one year experience as a facilities or building coordinator
• Must be handy with tools, possessing knowledge in basic repairs and maintenance
• Must have at least one year experience coordinating with local government units
• Must be willing to work full-time and on-site at the Cebu City Medical Center
