Employee and Labor Relations Officer

JOB SUMMARY
Provides support in various aspects of employee and labor relations functions with particular focus on the following areas: union relations, labor law compliance, employee discipline, performance management, organizational design, employee engagement and management reporting.
JOB DESCRIPTION
- Employee grievance management - serves as a point person for all labor union concerns
- Provides assistance to the management during Labor-Management Council meetings
- CBA Negotiations - provides administrative support to the management during collective bargaining negotiations
- Assists the Department and Division Heads in ensuring proper implementation of the company's Collective Bargaining Agreement
- Ensures the Bank's compliance with labor law standards. This includes preparation & timely submission of reportorial requirements
- Together with the Department Head, represents the Bank during labor inspections and compliance visit. Extends assistance to branches during labor inspections
- Acts as secretariat of the Safety & Health Committee tasked to ensure compliance with the Occupational Safety & Health (OSH) Standards with the objective to promote a safe & healthy work environment
- Takes part in the development and implementation of HR policies and procedures.
- Assists the Department Head in ensuring proper implementation of the company's Code of Discipline and other HR Policies
- Advises line managers on the conduct of administrative investigation
- Carries out implementation of twin notice rule for offenses involving past due incidents, DOSRI and minor offenses
- In coordination with legal & CoDA, ensures timely deposit of litigation checks resulting from compromise agreements
- Responsible for the timely delivery of Annual Performance Appraisal activity
- Implementation of Performance Improvement Plan as a result of Annual Performance Appraisal activity
- Responsible for the conduct of due diligence for employees recommended for promotion. Works closely with HR Heads and Promotion Committee on the deliberation and requirements for approval
- With the guidance of the Department Head, assesses the organizational structure and how the jobs sit within the organization
- Responsible for a systematic way of determining the value/worth of a job in relation to other jobs in the organization
- Maintains database and inventory of all jobs within the organization. This includes table of organization, job descriptions and job matrix
- Participates in the planning, preparation and execution of bank-wide activities and events such as but not limited to year-end party, service awards, retirement/send-off party
- Participates in the development and implementation of safety & health awareness programs in compliance with labor standards
- Prepares management reports
- Responsible for data management and record keeping
- Ensures compliance to internal and external regulations. Attends to audit concerns, when necessary
- Ensures timely payment of product and services availed from external providers
- Attends to ad hoc functions that may be assigned from time to time
