Project Based With Client
Key Responsibilities
1. Project Management and Planning
- Develop and manage detailed construction schedules, work plans, and resource allocation.
- Coordinate with project Stakeholders, including clients, contractors, and railway operators.
- Ensure timely material delivery and equipment availability.
Monitor progress against the project plan and provide updates to management.
Site Management:
Oversee all on-site construction activities related to COMS infrastructure, such as fiber optic cabling, GSM-R, structured Cabling, Backbone Transmission System, and other subsystem.
- Ensure construction complies with approved designs, drawings, and technical standards.
- Manage site inspections, testing, and quality Control procedures.
Address and resolves construction issues and challenges.
Safety Compliance:
Implement and enforce safety protocols aligned with railway and telecommunications regulations.
- Conduct risk assessments and implement mitigation measures.
Ensure compliance with relevant construction and railway safety standards including DOLE DO13 and COSH. Lead safety meetings and promte safety culture.
Resource and Personnel Management:
Supervise construction teams, subcontractors, and site personnel.
- Ensure sufficient workforce and equipment are available for each phase of the project.
Provide technical guidance and mentoship to team members.
Stakeholder Coordination:
Liase with project engineers, design teams, quality assurance managers, and railway authorities. Attend project meetings and provide progress reports.
Manage stakeholder expectations and ensure clear communication channels.
Budget and Cost Control:
Monitor construction expenses and ensure adherence to the budget.
- Manage contract variations and change orders.
Provide input on cost estimates and construction feasibility.
Documentation and Reporting:
Maintain comprehensive construction records, including daily reports, site diaries, and inspection reports.
QUALIFICATIONS AND SKILLS:
- Bachelor's Degree in Civil Engineering, Electrical Engineering, or related field.
- Minimum of 8-10 years of experience in construction management, preferably in railway telecommunications projects.
- Strong knowledge of railway safety standards, telecom systems, and infrastructure development.
- Excellent leadership, problem-solving, and decision-making skills.
- Proficiency in constructure management software and project scheduling tools (e.g., Primavera P6 and MS Project).
- Strong understanding of telecommunications infrastructure, including fiber optics, GSM-R, and structured cabling.
- Certifications in Construction Management, Safety (e.g., COSH), and Project Management (PMP) are an advantage.
