Role Overview

The Licensing Manager, under limited supervision, oversees the operations of the licensing division of the Clinical Services department of Interstaff. This role is responsible for oversight of all licensing for Interstaff nurses, those in the pipeline to working nurses in the US, and everything in between, and supervises the Licensing staff in the day-to-day management of the overall Interstaff licensing process and database management. This is a remote position for someone based in the Manila metro area. Reports to the Director of Clinical Services.

The Licensing Manager leads Interstaff's licensing division, overseeing all phases of U.S. nurse licensing, from NCLEX eligibility and state application processing to ongoing license renewals and compliance with nursing board requirements. Managing a primarily Philippines-based team, this role ensures accuracy, timeliness, and adherence to all state and regulatory standards while optimizing processes and systems. This leader serves as the organization's subject-matter expert on RN licensing, manages platform and process improvements, and ensures staff are trained and accountable for performance. They work closely with internal teams and external agencies to maintain efficient licensing timelines and support a seamless nurse transition into U.S. practice. This is a remote position based in the Manila metro area, reporting to the Director of Clinical Services.

Licensing Manager Functions of the Job

  • Manage and supervise the licensing team, overseeing day-to-day workflows for NCLEX ATT, state licensure applications, and endorsement processing through remote US and non-US personnel.
  • Supervise personnel including work allocation, training, promotion, enforcement of procedures, problem resolution, performance evaluation, and personnel recommendations.
  • Serve as the organizational subject-matter expert on RN licensing requirements across all U.S. states utilized by Interstaff.
  • Maintain accurate, real-time documentation of licensure requirements and process guides, including Thinkific-based training materials.
  • Collaborate with internal departments and external agencies to ensure a seamless licensing process that supports nurse readiness for onboarding and placement."
  • Ensure timely communication and guidance to nurses regarding NCLEX eligibility, state-specific application requirements, and responses to record requests.
  • Implement systems to track application status, renewal timelines, delays, and manage expiring license requirements with appropriate notifications.
  • Develop dashboards and reporting tools for leadership to assess efficiency, identify bottlenecks, and support internal audits with associated documentation and presentations.
  • Support process improvement efforts, including English testing readiness and utilization of internal language supports.
  • Monitor and respond to changes from state boards and international verification agencies (CGFNS, JSA, etc.).
  • Work daytime U.S. business hours as needed to address escalations and communicate directly with U.S. state boards, verification agencies, and partner organizations.
  • Enforce adherence to regulatory requirements for hospitals and nursing boards.
  • Support cross-functional initiatives and projects aligned with business priorities and professional development.
  • Domestic travel up to 4 weeks per year for internal meetings.

Job Qualifications

  • Minimum of Bachelor's Degree in compliance, healthcare administration/management, business, informatics, or related field.
  • Minimum of 3 years experience in a nurse credentialing role - must include experience in US nurse licensing. May consider equivalent experience in other medical or nurse staff settings.
  • Minimum 2 years experience managing a team (prefer at least a year of managing a team remotely).
  • Advanced computer proficiency, including CRM platforms, Google Suite, and quick adoption of new software and web-based applications.
  • Strong initiative with the ability to work independently and in a collaborative team environment.
  • Excellent analytical, problem-solving, and multitasking skills with meticulous attention to detail.
  • Proven ability to perform under pressure and meet deadlines.
  • Exceptional written and verbal communication skills (English required, bilingual a plus).
  • Demonstrated experience building and managing repeatable processes as a team leader.
  • High integrity, trustworthiness, and accountability.
