Job Description:

1. Project Planning and Scheduling

  • Develop the overall project plan, including scope, work breakdown structure, timeline, budget, and manpower/equipment requirements.
  • Coordinate design reviews and ensure drawings, plans, and specifications are complete and accurate.
  • Establish project milestones, sequencing, and construction methodology.

2. Project Execution and Oversight

  • Lead and supervise the execution of site development works, roadworks, drainage installation, water line installation and pressure testing, concreting operations, and utility construction.
  • Ensure daily and weekly construction activities follow the approved plan, safety standards, and quality benchmarks.
  • Monitor progress and address site issues, delays, and conflicts.

3. Resource Management

  • Allocate manpower, equipment, and materials based on project needs.
  • Coordinate with equipment and logistics teams to ensure availability of tools, heavy equipment, and consumables.
  • Manage subcontractors and suppliers and ensure compliance with performance standards.

4. Quality and Safety Compliance

  • Enforce QA/QC procedures for civil, concrete, and utility works (e.g., compaction tests, slump tests, pressure tests).
  • Ensure full compliance with company safety policies and regulatory requirements.
  • Conduct site inspections and resolve quality issues.

5. Budget, Cost Control, and Documentation

  • Manage project budget, cost tracking, and variation orders.
  • Review and validate daily reports, as-builts, permits, and progress billing.
  • Ensure documentation for testing and commissioning (e.g., water line pressure testing results, concrete test reports).

6. Stakeholder Coordination

  • Act as the main point of contact for clients, consultants, LGUs, utility companies, and internal departments.
  • Lead project meetings and prepare progress reports.
  • Resolve client concerns and ensure expectations are met.

7. Testing, Commissioning, and Turnover

  • Oversee testing and commissioning of utilities, including water line pressure testing, inspection of drainage lines, and road quality checks.
  • Prepare punch lists and ensure deficiencies are addressed before turnover.
  • Lead final project turnover with complete documentation.

Qualifications:

Educational Background

  • Bachelor's degree in Civil Engineering
  • A licensed Civil Engineer is required.

Work Experience

  • 7 to 12+ years of experience in construction; 3 to 5 years in a supervisory
    or managerial
    role, with strong exposure to:

-Site development

-Roadworks and drainage systems

-Water line installation and pressure testing

-Concreting operations

-Utility construction (power, telecom, sewer, etc.)

Technical Competencies

  • Strong knowledge of road construction/site development standards, local utilities, and LGU permitting.
  • Proficient in project scheduling tools (MS Project, Primavera) and CAD software.
  • Ability to read and interpret civil and utility drawings.
  • Knowledge of QA/QC procedures for civil, concrete, and pipeline works.
  • Familiarity with safety standards (OSHA, DOLE OSH, company policies).

Managerial and Soft Skills

  • Strong leadership, team coordination, and decision-making skills.
  • Excellent communication and client-handling ability.
  • Problem-solving skills, especially for unforeseen site issues.
  • Ability to work under pressure, manage multiple activities, and maintain timelines.
  • High level of integrity, accountability, and emotional intelligence.

Certifications (Preferred but not always required)

  • Construction Safety & Health Training (COSH)
  • Project Management Professional (PMP) or equivalent
  • Specialized training in QA/QC, construction management, or utility works
