(Job Summary):
The Administrative Officer V serves as the primary point of contact for Ease of Doing Business Act and the Committee on Anti-Red Tape Technical Working Group compliance, driving process improvements and ensuring adherence to EODB guidelines. He/she will also consolidate and analyze customer satisfaction data, providing actionable insights to enhance service quality. Further, the position requires handling the community grievances, ensuring timely acknowledgment, investigation, resolution, and confidentiality in line with EODB standards. He/she will review Cash for Work Division documents for accuracy, completeness, and compliance with relevant guidelines, and provide technical support to the Office of the Deputy National Program Manager for Operations as needed.
Statement of Duties and Responsibilities:
Ease of Doing Business (EODB) and Committee on Anti- Red Tape Technical Working Group (CARTG TWG) Focal
- Acts as the main contact person for compliance of RA 11032 entitled Ease of Doing Business Act, which includes responsibilities as secretariat of the NPMO's CART Technical Working group and submission of reportorial documents and reports required by the Department's Committee on Anti-Red Tape;
- Facilitates the dissemination of EODB policies and DSWD internal guidelines to staff at all levels, ensuring full understanding and compliance and monitor implementation;
- Oversee the preparation and updating of the the NPMO's Manual of Operations and registered service/s if applicable, for inclusion to the Department's Citizen's Charter and ensure alignment with EODB and ISO standards;
- Consolidates and analyzes the NPMO's Customer Satisfaction Measurement Forms, and prepares a comprehensive Customer Satisfaction Measurement Report, providing insights and recommendations for improving service quality and client satisfaction;
- Provides technical assistance to NPMO staff on EODB, QMS compliance, and customer satisfaction ensuring adherence to guidelines; and
- Conduct regular reviews of office processes and workflows, providing recommendations for reengineering and simplification to ensure faster service delivery and compliance with regulatory standards.
Community Grievance Focal
- Receives complaints related to community implementation through various channels (email, phone, in-person, online platforms), ensuring all concerns are acknowledged promptly;
- Coordinates with the concerned staff/division/unit/ Regional Program Management Office to gather and verify documentary evidences, and work in close collaboration with them to properly address the complaint;
- Keep complainants informed about the status of their grievance, from receipt through investigation to resolution;
- Maintain detailed records of all grievances, including the initial complaint, investigation notes, evidence gathered, action plans, resolution outcomes, and follow-up communications; and
- Ensure confidentiality of the received grievance and timely resolution in adherence to the EODB guidelines.
Other duties and responsibilities:
- Act as technical staff by reviewing and providing recommendations on documents from the Cash for Work Division, ensuring accuracy, completeness, and compliance with relevant guidelines;
- Support the Office of the Deputy National Program Manager for Operations in preparing reports, documents, and presentations as needed, providing technical assistance and expertise where required;
- Reports to the office beyond approved work arrangements as may be instructed by the supervisors and deemed necessary in the exercise of duties and responsibilities; and
- Performs other duties that may be assigned by the immediate supervisor.
