The Human Resource Specialist is responsible for completing a variety of tasks to support the daily operations of HR Department. He/she will run the daily functions of HR including hiring and interviewing staff, administering pay, benefits, and leave, records management and enforcing company policies and practices. He/she manages the processes for recruitment, compensation and benefits, compliance and HR records management.
Recruitment and Selection
Ensures that all hiring request complies and accomplished a detailed Personnel Requisition Form. Requests based on the form submitted must be within the manpower budget set for each department.
Does weekly posting on all the sourcing platforms for efficient way of getting possible qualified applicants.
Ensures that all the resume submitted on all the sourcing platforms are collated, reviewed, recorded whether for pooling or for initial assessment. Does accurate filtering of shortlisted applicants before proceeding on in-depth interview. Filtering includes series of examinations.
Endorsed appropriate qualified applicant based on the shortlisting process.
Does necessary update to the applicants to inform them on the status of their application.
Updates recruitment monitoring at least every week.
Endorse qualified applicants for negotiation with the Human Resource Manager.
Calls out qualified applicants to inform them of the next process

Does the onboarding orientation for new employees. Ensures that everything that he/she needs to know are covered – JD, Handbook, Policies and Procedures. Onboarding also includes employee announcement, routing for are familiarization, processing of payroll account, and final turnover of the new employee to the department.
He/she is responsible also on other recruitment initiatives such as school partnership, job fairs and the likes.
Ensures that there are stocks of Onboarding Kit all the time.
Ensures to meet the standard hiring timeline set for recruitment – 30 days for R&F and 60 days for Officers.
Sources and pre-screens of applicants from JobStreet, Linkedin, Indeed, and other media, conducts initial interview, administers and checks tests.
Coordinates with schools, prepares letters to formalize request for posting and directory of graduates, and goes to schools to personally deliver the requirements.
Performs all the preparation for the upcoming new employee and completes tasks in preparation for welcoming the new employees Ensures that the new employee are well equipped and has all the things he needed on his first day.
Compensation and Benefits
Encode employee information in the system that will be used as a payroll reference.
Enroll new employee in the system to capture the employee daily attendance.
Conduct employee orientation related to timekeeping functions of the system.
Delete resigned employees in the timekeeping system.
Monitor the availability of the system to enroll new employee.
Send email communication to the employee in relation to the payroll cut-off.
Process the company payroll every cut-off. Updates reports such as payroll summary, leave summary, employee masterlist, resigned employees summary, and employee tardiness tracking report.
Endorsed employees for release of memo due to habitual absences and tardiness offense, following the company handbook.
Attends to employee concerns in connection with their salaries and benefits.
Processes existing employee benefits such as SL, VL, EL, and recommends other benefits that employees can enjoy.
Ensures the accuracy and timely reporting of all the benefit information pertaining to deductions, changes and exceptions.
Clearance Processing
Handles endorsed approved resignations after the exit interview with the HR Manager. Assist the resigning/resigned employees on processing their clearance. Ensures completeness of the signatures on the clearance within the timeline.
Ensures that the turnover/handover list of resigning/resigned employees are complete and accurate. Joins discussion with the managers (if requested). Ensure that everything is handed over and discussed properly.
Updates the ex-employees on the status of the remaining signatories on the clearance.
Prepares last pay computation and endorsed it the HR Manager for approval.
Prepares documents such as quitclaim, COE and 2316 of ex-employees upon release of the last pay. Quitclaim must be notarized.
Records Management
1 Responsible on managing and ensuring that 201 files of employees are safe keep, updated and maintained properly.
Handles and updates a 201 Master Database to ensure that all the details of employees are recorded, tracked and monitored in time.
Keeps soft and hard copies of all the 201 files.
Ensures that confidentiality of all the HR documents are maintained.
Monitors the life period of all the documents. Follows a two-year life span of 201 before releasing it out of the shelves.
Others
Prepares announcements such as payroll cut-off, holidays, and others that can affect the attendance and work status of everyone.
Performs other tasks that may be assigned from time to time.

Qualifications
Must be a graduate of bachelor's degree in human resource management or any management related courses
At least two (2) years work experience in the same role, in the same capacity
In-depth understanding of human resource management
Knowledge and expertise on different recruitment platforms
Understanding principles, practices and techniques for effective recruitment activities
Understands Data Privacy Act
Able to handle HR initiatives and programs
Excellent verbal and written communication skills
Ability to multi-task and manage requests on a timely manner
Performs responsibility with Tenacity
Must be honest and truthful
Ability to work with integrity, professionalism and confidentiality
Adaptable and willing to learn
Team-spirit and customer-focused attitude
