Pollution Control Officer

Job Summary:
The Pollution Control Officer is responsible for overseeing and ensuring the company's compliance with all local and national environmental laws, regulations, and standards. The PCO will manage environmental documentation, monitor pollution control facilities, and implement sustainable waste management practices to minimize the organization's environmental impact and promote a culture of environmental responsibility.
Responsibilities
- Regulatory Compliance: Ensure strict adherence to all relevant environmental laws and regulations (e.g., those concerning air quality, water quality, and hazardous waste) and secure necessary permits and licenses.
- Monitoring and Reporting: Conduct regular inspections and audits to identify potential environmental risks and non-compliance issues. Prepare and promptly submit accurate monitoring reports (e.g., Self-Monitoring Reports and Compliance Monitoring Reports) to regulatory agencies like the Environmental Management Bureau (EMB).
- Facilities Management: Supervise the proper operation and maintenance of pollution control and environmental management facilities, including wastewater treatment systems, air pollution control devices, and hazardous waste storage areas.
- Waste Management: Oversee the proper handling, segregation, storage, and disposal of solid and hazardous wastes, coordinating with accredited transporters and treatment facilities.
- Incident Response: Develop and implement emergency response plans for environmental incidents (e.g., spills or leaks) and report any incidents or exceedances of standards to the concerned authorities within the required timeframe (typically 24 hours).
- Training and Awareness: Provide training and awareness programs to staff on environmental regulations, pollution control practices, and waste management procedures to foster environmental stewardship.
- Liaison and Coordination: Act as the primary liaison officer between the company and environmental regulatory agencies, attending technical conferences, hearings, and meetings as required.
Qualifications and Skills
- Education: A Bachelor's degree in Environmental Engineering, Sanitary Engineering, Mechanical Engineering or a related environmental science field is often preferred, though not required.
- Certification: Must have completed the PCO Training Course from a recognized institution and be officially accredited by the relevant environmental authority (e.g., DENR-EMB in the Philippines).
- Experience: Previous experience in environmental management, safety compliance, or a related position is often an advantage, but entry-level candidates may be considered if they meet the certification requirements.
- Knowledge: Strong knowledge of national and local environmental laws and regulations (such as PD 984, PD 1586, RA 6969, RA 8749, RA 9003, RA 9275 in the Philippines context).
- Skills: Excellent written and oral communication skills for reporting and training, strong attention to detail, computer literacy, and the ability to coordinate effectively with various departments and government agencies.
