In the Philippines, WFP's efforts are guided by its work outlined in the Philippines Country Strategic Plan (CSP WFP focuses on strengthening government systems at the national, local government unit and Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) levels to further build the resilience of vulnerable individuals and communities. The CSP is aligned with national strategies and policies as well as the United Nations Sustainable Development Framework and is guided by three interrelated outcomes:
- By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
- By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.
- The Government and partners in the Philippines access WFP services that augment their interventions, upon request.
These strategic objectives are framed within the context of the Philippines being on the verge of becoming and upper-middle income country, while at the same time being one of the world's most disaster-prone countries. Disasters remain a leading cause of hunger, affecting all aspects of food security: economic and physical access to food, availability and stability of supplies, and nutrition.
While WFP Philippines maintains a strong capacity to respond directly when significant shocks occur, the overall emphasis of the Country Office lies on systems strengthening (disaster risk management, social protection and food systems) at national, LGU and BARMM levels. WFP utilizes its field operations expertise to support the Government in delivering on key food programmes linked to its mandate and the CSP, including supporting the conceptualization and roll out of national priority programmes such as Walang Gutom 2027 and LAWA (Local Adaptation to Water Access) at BINHI (Breaking Insufficiency through Nutritious Harvest for the Impoverished) and modelling globally proven programmes such as home-grown school feeding – linking local smallholder farmers production to the institutional demand of school meals programmes. WFP engages at the national level on policy dialogue, supporting legislative advances in areas such as school meals, anticipatory action and rice fortification.

ORGANIZATIONAL CONTEXT:
The Partnerships Officer (Head of Partnerships, Communications and Reports) will work under the direct supervision of the Representative and Country Director or designate and manage the work of the Partnerships, Communication and Reports Unit.
The Partnerships Officer will work independently, using technical knowledge and experience, to analyze data and identify solutions for partnerships activities. The job holder will support process improvements and partnership opportunities with a host of public, private sector and external entities, including the Government, UN entities, intergovernmental institutions and their Member States, international financial institutions (IFIs), individuals, corporations, foundations and NGOs. As part of the Country Office management team, the Partnerships Officer will work closely with the Representative as well as other unit heads to ensure common approaches to engagement across these entities.
JOB PURPOSE:
To foster and enable partnerships by positioning WFP with diverse development actors to contribute to national Development approaches, including the successful mobilization of resources
KEY ACCOUNTABILITIES AND RESPONSIBILITIES:
Strategic Engagement
- Support the Representative, Deputy Country Director and other management team members in further positioning the CO as a go-to partner for the Government, working to strengthen the value proposition of WFP as a technical assistance provider, in addition to its well-known operational capabilities.
- Proactively scan the Philippines development landscape and support exploration of viable opportunities and new approaches for WFP's strategic engagement in the development space with the Government and other development actors, such as IFIs, particularly in the areas of rural transformation, sustainable infrastructure, human capital development, including social protection, and disaster risk management.
- Analyze the national development, budgeting and spending priorities to determine how WFP could support the Government with furthering its priorities and closing the funding gap.
- Identify and support follow up on strategic and funding opportunities to partner to advance the Philippines' development agendas and support achievement of relevant goals and targets of the 2030 Agenda, the SDGs, and other relevant platforms, within the framework of national Zero Hunger Strategic Reviews, WFP's Country Strategic Plans, and South-South and Triangular Cooperation (SSTC); and
- Provide strategic advice to senior management for engagement with governmental authorities (local, sub-national, and national), and other development actors, including IFIs.
- Manage staff, providing coaching, training and guidance to ensure appropriate development and enable high performance.
Partnerships
- Proactively support a wide range of aspects of the CO partnerships portfolio development and management, including partner profiling, data/trends analysis, proposal preparation, and outreach plans, to maximize resources and leverage policy and technical support for WFP's work; ensure partner visibility and that partner conditions are met.
- Facilitate in the preparation and finalization of partnership proposals, strategic agreements, joint strategies and/or MOUs, taking into account corporate norms, processes and external regulations. Ensure quality control of content by engaging with relevant CO functional units, regional office, and HQ, and project partners (e.g. partner UN entities).
- Use socio-political insights to support WFP's effective positioning vis-à-vis national governments, regional and international institutions to influence the policy agenda
- Help facilitate partnership growth, by exploring opportunities to expand existing partnerships and scoping new partners, including IFIs, private sector, joint UN programmes, and SSTC; liaise with counterparts at the UN Resident Coordinator's Office (RCO).
- Collaborate in facilitating dialogue and relationship building with partners through preparation of quality briefing materials, including talking points and written /visual materials, in collaboration with other CO teams.
- Facilitate in gathering and sharing partner intelligence (including forecasting), using key information systems (e.g. WINGS, Salesforce, WFPGo), and assess results.
- Take responsibility for incorporating gender perspectives in all areas of work to ensure equal participation of women and men.
Reporting / Operational Information Management (OIM)
- Ensure strategic consistency of messaging in reporting, tailored to different audiences as appropriate.
- Coordinate the gathering of information and write/develop a variety of products drawing on information and data collated from internal and external sources to facilitate and maximize the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.
- Cooperate with the Partnerships and Reports staff in preparing various corporate documents, including but not limited to monthly country briefs, situation reports, management briefs, daily operational briefs, and other documents requested by CO management, as assigned, especially during surge in operations.
- Coordinate CO teams to collaborate and provide needed information/reports to counterparts in other UN entities, ensuring consistency in humanitarian information and RCO reports and information products.
Communications:
- Ensure strategic consistency of messaging in communications, tailored to different audiences and through different media as appropriate.
- Support Communications staff in preparing communications products and tools.
- Support advocacy efforts of in-house technical experts, linking to partnerships analysis.
QUALIFICATIONS AND EXPERIENCE
EDUCATION:
Advanced University degree in Political Science, International Development, Development Economics, International Relations, Public Relations, Law, Marketing, Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
EXPERIENCE:
Minimum of five years or more of relevant professional experience in partnership roles.

- Has gained experience in using technology and digital tools for data collection, analysis and shared data-based insights to add value to all partnerships. Strong analytical skills with the ability to analyse and interpret information and draw out the key messages
- Strong written and oral communication skills.
- Has provided input into training and support strategy for technical systems users and provided advanced technical support.
- Has experience in managing a team.

LANGUAGE:
Fluency in spoken and written English is required.
