I. POSITION OVERVIEW

The Finance Manager serves as a key business partner to the Chief Financial Officer, playing a pivotal role in safeguarding financial integrity, driving operational efficiency, and enabling strategic decision-making across the enterprise.

This role is accountable for leading the company's financial planning, reporting, treasury, and compliance functions— ensuring alignment with Total Philippines Corporation's (TPC) growth strategy and governance standards. The Finance Manager ensures that every financial process upholds accuracy, accountability, and compliance with Philippine Financial Reporting Standards (PFRS) while delivering actionable insights to support strategic and operational performance.

II. ORGANIZATIONAL CONTEXT

• Reporting Line: Directly reports to the CFO; partners with functional heads for divisional financial management.
• People Leadership: Supervises Finance team members across accounting, treasury, and FP&A units.
• Governance Influence: Ensures compliance with internal controls, BIR, SEC, and audit requirements.
• Stakeholder Reach: Collaborates with banks, external auditors, regulatory bodies, and senior management to maintain transparent and reliable financial reporting.

III. CORE ACCOUNTABILITIES

A. Financial Control and Reporting

• Lead the month-end and quarter-end closing process, ensuring timeliness, accuracy, and compliance.
• Review divisional P&L submissions, validate variances, and reconcile inter-company and inter-division accounts.
• Oversee management reports, board decks, and financial summaries with deep analysis of revenue, margin, and OPEX performance.
• Uphold adherence to PFRS, BIR, and corporate accounting standards.
• Ensure consistency of reporting formats and methodologies across all business units.

B. Budgeting, Forecasting, and FP&A

• Lead the development of annual budgets, rolling forecasts, and 13-week cash flow projections.
• Consolidate divisional submissions, perform variance analysis, and provide actionable insights on performance.
• Support the CFO in financial modeling and investment appraisals (NPV, ROI, IRR, breakeven analysis).
• Drive a forward-looking planning culture emphasizing data-driven decision-making and resource optimization.

C. Treasury and Cashflow Management

• Oversee daily cash management, disbursements, and liquidity reporting.
• Maintain strong relationships with banking partners to optimize working capital and investment yield.
• Monitor loan utilization, interest expense, and covenant compliance.
• Implement treasury control frameworks including Delegation of Authority (DOA), dual approvals, and fund disbursement caps.

D. Internal Controls and Compliance

• Establish and maintain financial controls aligned with audit standards, BIR, and corporate governance requirements.
• Oversee tax compliance, filing of BIR and SEC reports, and external audit coordination.
• Ensure adherence to DOA thresholds for procurement, disbursement, and financial approvals.
• Support the closure of audit findings and continuous strengthening of control environments.

E. Performance Analytics and Business Partnering

• Provide insights on profitability, cost structure, and performance metrics by business line.
• Develop dashboards and KPI monitoring tools to aid management decision-making.
• Partner with business heads to translate operational results into financial impact analysis.
• Support ManCom discussions with financial storytelling and data visualization.

F. Leadership and Team Development

• Supervise and mentor finance staff, ensuring high-quality deliverables and cross-functional collaboration.
• Promote a culture of financial discipline, integrity, and continuous improvement.
• Identify and implement process automation and system enhancements (ERP/SAP integration).
• Champion talent development and capability-building within the Finance function.

IV. QUALIFICATIONS AND TECHNICAL REQUIREMENTS

Education

• Bachelor's degree in Accountancy, Finance, or related field (required)
• Certified Public Accountant (CPA) – mandatory
• Master's degree or MBA (preferred)

Experience

• At least 3-5 years of progressive finance experience in a managerial capacity
• Proven expertise in financial reporting, FP&A, treasury, and internal control management
• Strong knowledge of Philippine taxation, corporate governance, and regulatory compliance
• Background in energy, manufacturing, or similar capital-intensive industries preferred

Technical Competencies

• Deep working knowledge of PFRS, BIR regulations, and financial modeling methodologies
• Proficiency in SAP, Oracle, or equivalent ERP systems
• Advanced skills in Microsoft Excel, Power BI, and financial analytics tools
• Demonstrated ability to interpret complex financial data and influence business decisions
