Responsibilities

  • As the country PTCI leader to plan and oversee country level PTCI, aiming at complying with Bidding Support, Procurement and Contract negotiation, and Subcontractor Management and related.
  • Lead target country procurement of destination port handling, inland transportation, crane and installation services for wind turbine projects.
  • Explore and develop local PTCI service suppliers
    in alignment with regional business development strategy and HQ procedures, including supplier qualifications and assessment.
  • Conduct RFQ biddings
    , including bidding package distribution, bidding analysis, risk management, and budget preparation, to ensure the competitiveness of the PTCI proposal.
  • Manage and maintain country
    PTCI supplier and RFQ database
    , align with HQ data and documentation management standards, maintain good relationship with interested parties. According to the local resource's situation in different projects, summarize the equipment's' information and allocate resources appropriately within the region.
  • Coordinate within regional multifunction to
    support sales contract negotiation
    , generate PTCI risks evaluations.
  • Lead PTCI subcontract negotiations
    to ensure that the contractual conditions of subcontract are aligned "back-to-back" with those established in the sales contract,
  • Contribute on project PTCI executions
    , including monitoring PTCI contractors' contractual obligation performance, supporting construction team on contractors' claims, and supplier management.
  • Contribute continuous improvement on
    PTCI cost efficiency
    , include lessons learnt exercise throughout projects assessment for contractors' performance.

Qualifications

  • Fluent English
  • Previous experience in construction contracts procurement, supplier management.
  • Negotiation of service contracts claims and risk management.
  • Experience of handling heavy cargo transport permits, road modification permits, familiar with local governmental authorities' policies and procedures.
