Position Overview

We are seeking a Certified Payroll Specialist to manage, process, and review certified payroll reports in compliance with U.S. government requirements. This role is critical to ensuring that all company and subcontractor payroll submissions meet prevailing wage standards established by the Department of Labor, which vary by state, county, and work classification. The successful candidate will oversee the entire payroll compliance process—from collection and review to submission—while liaising with subcontractors and government agencies.

Key Responsibilities

  • Collect certified payroll reports from internal teams and subcontractors on a weekly basis.
  • Review reports for accuracy, completeness, and compliance with prevailing wage laws, fringe benefits, and job classifications.
  • Ensure payroll records align with wage determinations established by the U.S. Department of Labor and specific state/county regulations.
  • Identify and resolve discrepancies, errors, or compliance issues with subcontractors and project managers.
  • Maintain organized payroll compliance documentation for audits and government review.
  • Prepare and submit certified payroll reports to the appropriate government entities in a timely manner, depending on project contract requirements.
  • Provide guidance to internal staff and subcontractors on certified payroll requirements, processes, and best practices.
  • Stay current with changes in prevailing wage laws, Davis-Bacon Act regulations, and state-specific wage requirements.

Qualifications

  • Proven experience processing and managing certified payroll in the U.S. construction, engineering, or contracting industry.
  • Strong understanding of prevailing wage laws (Davis-Bacon Act, state, and local regulations).
  • Knowledge of payroll software and reporting systems; familiarity with LCP Tracker or similar systems is a plus.
  • Excellent attention to detail and ability to analyze payroll data for compliance.
  • Strong communication and collaboration skills to coordinate with subcontractors, project teams, and government agencies.
  • Ability to meet strict deadlines and manage multiple contracts simultaneously.

Preferred Background

  • Experience working with government contracts in construction, engineering, or related industries.
  • Familiarity with multi-state payroll processing and varying U.S. county wage requirements.
  • Prior exposure to compliance audits and labor law enforcement processes.
