Main Responsibilities

· Recruitment

  • Ensures consistent application of recruitment process as prescribed by the HR Bureau

  • Works with Line Managers and HR Bureau on manning requirements and set recruitment schedules

  • Ensures application of policies and labor laws on recruitment

  • Ensures on time search and recruitment consistent with operational needs

· Labor Relations and Policy Implementation

  • Ensures existing policies are thoroughly explained and consistently administered in all aspects of the operation

  • Ensures new policies are communicated and documented

  • Works with HR Bureau to consistently update, document set policies and to provide feedback on employee issues/reaction.

  • Liaises with Local DOLE on continuous education on labour laws and cascade information on new laws where applicable

  • Acts as main custodian of the Code of Conduct and updates documentation where applicable

  • Ensures constant communication to maintain industrial peace through healthy employee-employer relations

· Organizational Development (Training and Performance Management)

  • Identifies training and development needs within an organization through job analysis, appraisal schemes and position success profiles

  • Liaises with other functional/departmental managers so as to understand all necessary aspects and needs of staff training and development,

  • Works with HR Bureau in customizing training programmes as necessary consistent with organizational changes and business strategy as well as employee development needs

  • Facilitates training programs based on set schedules and guidelines in close coordination with functional heads

  • Monitors and Reviews Training effectiveness through post training evaluation and review and sends feedback to the HR Bureau

  • Works with Line Managers to ensure the implementation of Performance Management process

· Compensation and Benefits

  • Ensures consistent application of compensation and benefits policy

  • Addresses employee issues on compensation and benefits including partnering with OM to finalize out of policy decision consistent with set principles

  • Facilitates salary review process based on set guidelines as provided by the HR Bureau

  • Ensures compliance to set standards on benefits and salary scale as mandated by government on minimum wage and as prescribed by the HR Bureau

  • Provides feedback to the HR Bureau on current salary trends per industry on local community

· People Management

  • Performs continuous review and coaching of team performance against objectives and competencies

  • Identifies development needs and opportunities of team and ensures appropriate actions are taken

  • Executes formal appraisal and assessment of team in line with DPMS guidelines

Main Purpose

To ensure that essential human resource functions namely, Wage and Salary Administration, Benefits Administration, Employee Services, Employee and Relations, Organizational Development, Performance Management, Training and Development are thoroughly and efficiently observed and maintained. To act as contact of the HR Bureau in implementing prescribed standards, policies and projects.
