JOB SUMMARY
The Talent Acquisition Officer provides guidance and support to Talent Acquisition Associates, fostering a high-performing recruitment team that drives a streamlined and efficient hiring process within agreed-upon timelines. This role manages the end-to-end recruitment and is responsible for coordinating the hiring process through third-party agencies, in adherence to company policies, legal requirements and best practices. The Officer works closely with hiring managers and agencies to understand staffing needs, source and screen candidates, coordinate interviews, facilitate job offer discussions, onboard new hires and ensure deployment of candidates. The position also oversees agency billing management, ensuring the accurate and timely processing of agency invoices and payments.
RESPONSIBILITIES
Stakeholder Management and Strategic Hiring Coordination
- Facilitate calibration meetings with hiring managers and collaborate with third-party recruitment agencies to define and update job descriptions, create and refine hiring profiles, and align expectations on hiring timelines.
- Establish and maintain strong relationships with hiring managers and agencies to ensure collaborative and effective hiring processes, and a steady pipeline of qualified agency candidates and endorsement within agreed timelines.
- Evaluate third-party agencies based on performance, service quality, and ability to meet hiring demands.
Candidate Selection and Employee Onboarding
- Source qualified candidates through various channels and build talent pools to ensure timely and effective recruitment for open positions.
- Manage candidate selection by scheduling and conducting interviews with candidates, administering tests, providing feedback, and collaborating with hiring managers to identify the best possible talent for the position.
- Conduct job offers by preparing salary packages and negotiating terms and ensuring the successful placement of qualified candidates to support efficient hiring.
- Facilitate a seamless candidate onboarding process by coordinating pre-employment requirements and ensuring smooth transitions for new hires while fostering a positive new hire experience.
Agency Deployment
- Oversee the coordination of agency candidate interviews, assessments, and final selection in collaboration with hiring managers.
- Monitor agency compliance with pre-employment processes, including medical examinations, background checks, and submission of required documentation to support timely and successful candidate deployment.
Compliance Monitoring and Agency Billing Management
- Manage, update, and maintain accurate trackers, reports and records to support efficient and compliant recruitment operations and agency deployment.
- Supervise the review and validation of agency invoices, ensuring accuracy in billing details such as agreed-upon fees, headcount, time statements, and contract terms, prior to endorsement for management approval and processing.
People Management
- Manage and drive high performance among direct reports, and help them achieve their performance goals. This also includes conducting performance evaluations.
- Provide guidance to direct reports in performing their areas of responsibility, and support their growth and development.
- Implement initiatives and provide a work environment that will promote employee engagement and high commitment to the company.
QUALIFICATIONS
- Bachelor's Degree with a major in Human Resources, Behavioral Science, Psychology, or related fields of discipline
- At least three (3) years of experience in Talent Acquisition, with one (1) to two (2) years as a Supervisor
- Preferably with experience in pre-opening operations
- Possesses excellent verbal and written communication skills
- Has strong interpersonal skills
- Proficient in using Google Workspace
- Able to build good working relationship and deal with different types of individuals
