About the Role

The Senior Talent Acquisition Supervisor leads KCAT's end-to-end recruitment function and plays a critical role in building the workforce needed for KCAT's expansion across Negros Island. This role ensures that hiring systems, recruitment pipelines, and employer branding efforts are aligned with the company's growth objectives from 2025–2028.

The position supervises a team of recruiters, manages strategic sourcing initiatives, and partners with department heads to forecast workforce needs. It requires strong leadership, process discipline, and the ability to uphold hiring quality across all levels of the organization. This role is central to ensuring that KCAT hires values-aligned, high-performing employees who can support rapid operational, technical, and geographical expansion.

Key Responsibilities

1. Recruitment Strategy & Workforce Planning

  • Develop and implement talent acquisition strategies aligned with organizational goals and expansion plans.

  • Partner with department heads to forecast hiring needs, staffing timelines, and workforce plans.

  • Conduct market and talent mapping to anticipate future hiring challenges.

  • Ensure staffing plans support KCAT's multi-town rollout and operational growth.

2. Talent Sourcing & Selection

  • Oversee the full recruitment cycle—from sourcing to selection to onboarding.

  • Manage sourcing channels including job boards, referrals, partnerships, and social media.

  • Ensure a consistent and high-quality candidate experience aligned with KCAT's values.

  • Establish and enforce hiring standards, documentation, and process discipline.

3. Team Leadership & Performance Management

  • Supervise and mentor a team of recruiters to meet hiring targets and recruitment KPIs.

  • Conduct regular performance reviews, coaching sessions, and training initiatives.

  • Drive a culture of accountability, collaboration, quality, and service excellence.

  • Ensure the team consistently uses scorecards, interview rubrics, and structured assessments.

4. Recruitment Operations, Systems & Compliance

  • Standardize and continuously improve recruitment processes and workflows.

  • Maintain and optimize KCAT's Applicant Tracking System (ATS) and HRIS recruitment modules.

  • Ensure compliance with Philippine labor laws, internal policies, and hiring documentation requirements.

  • Conduct routine audits to ensure fairness, transparency, and data accuracy.

5. Employer Branding & Talent Pipelines

  • Lead initiatives to strengthen KCAT's employer brand and online presence.

  • Partner with schools, LGUs, and community organizations to build local talent pipelines.

  • Represent KCAT at career fairs, events, and partnership engagements.

  • Build and nurture long-term talent pools for critical and hard-to-fill roles.

6. Recruitment Analytics & Reporting

  • Track and report hiring metrics (time-to-fill, quality-of-hire, funnel conversion, cNPS).

  • Provide insights and recommendations to leadership to improve hiring performance.

  • Monitor trends in turnover, hiring success, and market dynamics.

  • Ensure recruitment reports are accurate, timely, and actionable.

Qualifications

Minimum Requirements

  • Bachelor's degree in Human Resources, Psychology, Business Administration, or related field.

  • 5–7 years of progressive experience in recruitment or talent acquisition.

  • At least 2 years of supervisory or lead experience in a recruitment team.

  • Proven success managing end-to-end recruitment processes across various functions.

  • Strong knowledge of recruitment best practices, sourcing methods, and employment laws.

  • Proficient in HRIS and Applicant Tracking Systems (ATS).

  • Strong communication, interpersonal, and stakeholder management skills.

  • Strong analytical and decision-making capabilities.

Preferred Qualifications

  • Master's degree or HR certifications (SHRM, CIPD, CHRP, etc.).

  • Experience in high-volume or specialized hiring (IT, engineering, telco/ISP, BPO).

  • Familiarity with recruitment marketing and modern sourcing tools.

  • Background in diversity, equity, and inclusion (DEI) hiring strategies.

  • Experience leading employer branding or recruitment analytics projects.
