What are the Roles and Responsibilities?
The Environmental, Health and Safety Officer is responsible for implementing, monitoring, and improving health and safety protocols within plant operations. This role focuses on ensuring the safety and well-being of all employees, contractors, and guests by maintaining compliance with regulatory standards, fostering a culture of safety, and proactively identifying and mitigating workplace hazards in accordance with the Occupational Safety and Health (OSH) Law of the Philippines (RA
Responsibilities:
Health and Safety Management:
Develop, implement, and oversee health and safety programs in alignment with local and national regulations, particularly the OSH Law, and industry best practices.
- Conduct risk assessments and safety audits to identify hazards and recommend corrective actions, ensuring compliance with the Department of Labor and Employment (DOLE) standards.
- Lead safety training programs, emergency drills, and awareness campaigns to promote a culture of safety, as required under the OSH Law.
- Investigate workplace incidents, accidents, and near-misses involving employees, contractors, and guests, identifying root causes and recommending preventive measures in line with regulatory reporting requirements.
- Monitor compliance with safety policies and procedures for employees, contractors, and guests, ensuring corrective actions are taken where necessary to meet DOLE compliance standards.
Regulatory Compliance:
Ensure adherence to all health and safety laws, including RA 11058 and DOLE Department Order No , as well as relevant industry standards.
- Maintain and manage all health and safety-related permits, licenses, and documentation required by Philippine regulatory bodies.
- Serve as the primary liaison with regulatory agencies, ensuring timely reporting and compliance with inspections and audits.
Incident Management and Reporting:
Document all health and safety incidents, investigations, and corrective actions as mandated by the OSH Law.
- Prepare and submit regular health and safety performance reports to management and DOLE when required.
- Analyze safety data to identify trends and areas for improvement.
Employee, Contractor, and Guest Engagement and Training:
Provide guidance and support to employees, contractors, and management on safety protocols and best practices.
- Foster a proactive safety culture by engaging employees and contractors in safety programs and initiatives.
- Ensure all employees, contractors, and guests receive appropriate health and safety orientation and training, including mandatory OSH training programs and certifications as per RA 11058.
Emergency Preparedness:
Develop and maintain emergency response plans, ensuring readiness for potential incidents in compliance with Philippine regulations.
- Coordinate with emergency services and conduct regular emergency drills.
Continuous Improvement:
Identify opportunities for improving health and safety processes and procedures.
- Stay updated with local and international industry trends, best practices, and regulatory updates to ensure continuous improvement in health and safety standards.
Qualifications:
- Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering (Mechanical, Electrical, Chemical, or related fields), or a related field.
- Minimum of 3 years of experience in health and safety management, preferably in plant or industrial settings.
- Certification in Occupational Health and Safety (e.g., DOLE-accredited Safety Officer Training) with a minimum requirement of Safety Officer 3 (SO3); Safety Practitioner certification is preferred.
- Strong knowledge of local and national health and safety regulations, including RA 11058 and DOLE standards.
- Proficiency in Microsoft Office Suite and health and safety management software.
- Excellent communication and interpersonal skills with the ability to influence and engage stakeholders at all levels.
- Strong analytical skills to assess risks and implement effective solutions.
- Demonstrated ability to manage documentation and maintain accurate records as required by Philippine law.
- Experience in conducting safety training and leading safety initiatives.
