QA/QC Lead

BTSMC Managing Solutions, Inc. is hiring for a QA/QC Lead

Qualifications:

• Graduate of Mechanical Engineering or equivalent.
• Minimum of 10 (ten) years of working experience as QA/QC Engineering and Management of FEED, Procurement, Construction, Commissioning and Handover with 10 years inspection experience in welding, coating, static/pressure equipment, and structures of equivalent.
• Preferably PRC Licensed or Registered Engineer
• Familiarity with relevant codes, regulations, (API/ASME/AWS/ASTM, etc.) and quality management systems (ISO 9001, etc.).
• Knowledge of welding or Certified Welding Engineer as per ISO or Local Eq.
• Knowledge of coating inspection or Certified BGAS-2 or NACE Level 2 Painting Inspector.
• Familiar of Shell DEM1, DEM2, DEP, Project Guides/Standards and Oil/Gas International Design/Construction Codes and Standards such as API, ASME, AWS, ASTM, NACE, EEMUA, ISO and BS including Sour Service and Hazardous Classified Locations.

Responsibilities:

• Ensures that his team has all the necessary equipment and tools to perform their duties and responsibilities.
• On-boards the newly hired Site Project Engineers to BTSMC and Client's ways of working along with other processes, guidelines, and requirements such as ODM, DEP, and HSSE.
• Monitors and ensures that the team's KPIs are being achieved and formulate recovery plans if off-target.
• Ensure timely collation of data and participate in the Team KPI reporting to Client.
• Provides recommendations on how to improve the team's processes, guidelines, and ways of working.
• Manages the subordinate's job performance by communicating the company or group objective, targets, monitoring progress, and appraising their results and performance.
• Counsels, and disciplines employees in accordance with the Company's policies, rules regulations.
• Responsible for managing subordinate schedules and evaluating subordinate performances.
• Performs other duties that may be assigned by the Immediate Superior from time to time.
• Complies with HSSE & Life Saving Rules, contribute to Goal Zero, Safe Working Practices and Safety improvements in all company and project facilities for both onshore & offshore locations.
• Ensures the integrity of the QMS is maintained on all the projects CAPEX/ OPEX of our client SPC (Shell Philippines Corp.)
• Prepares Project Quality Plan (PQP), Inspection and Test Plan (ITP), Quality Audit Plan, Flawless Project Delivery Quality Walk downs, QA/QC Readiness Plan and Quality Control Surveillance Plans including necessary QA/QC procedures.
• Monitors and manage quality performance of contractors.
• Monitors and manage BTSMC QAQC Engineers performance.
• Ensures the implementation and compliance of
• Company and Business Partners' PQP, ITP, Project Quality KPls, and Project Control Assurance Plan.
• Quality requirements are adequately addressed in QA/QC plans, and identify applicable hold, witness, monitor and review points in line with their commodity, criticality, and historical performance.
• QA/QCs support during FEED, procurement, material receiving, fabrication, installation and if required, support pre-commissioning activities at onshore/offshore.
• Quality Surveillance / Site Visit (Intervention) Plan as per Equipment Criticality and Intervention Assessment criticality rating.
• Support contractors' QC and NDT Inspectors. Ensuring competent QC and NDT personnel are available to support the procurement and construction activities.
• Lead quality improvement initiatives.
• FEED and Construction Technical Integrity Verification Plans, Flawless Project Delivery, Quality Toolbox talks and Construction Quality Surveillance including.
• development of maintenance of Lesson Learned register and Quality trending. analysis/performance.
• Technical Queries & Technical deviation control process.
• Review of Material Test Certificates, Welding Procedure Qualification Record, Welding Procedure Specification, Welder Performance Record, and Inspection & Test Records.
• Fabrication/installation and manufacturing QC data packages are completed and delivered in accordance with the contractual requirements including the specific tests and inspection details.
• Project assurance, quality health checks, surveillances, audits, and review activities and execute project / Business Partners / Supplier audits and ensure effective remedial action is taken to correct non-conformities including the development of NCR register, Root Cause Analysis, and timely actions closure.
• Quality inputs to Project Execution Plan.
• QA/QCs surveillance support to onshore and offshore welding/welder/painting/painter qualifications, construction, fabrication, and installation work activities.
• Risks identification that can be mitigated by Quality Assurance, Quality Control, and surveillance activities.
• Closely connect, align, and comply with BTSMC HO Programs on People management responsibilities and ways of working (WOW).

Other Details:

• Work Schedule: 7:00 AM-4:00 PM - Monday to Friday
• Work Location: Full on-site at Shell import facility Tabangao/Shell terminals or outports.
