Job Overview:
The Procurement Officer is responsible for sourcing, negotiating, and purchasing materials, equipment, and services essential for project and operational requirements. This role also manages inventory, warehouse operations, and logistics activities to ensure efficient material flow and resource utilization. The Procurement Officer supervises the liaison team responsible for processing documentation, billing, and technical expenditures. The position demands high integrity, strong coordination, and adherence to company policies and ethical standards to support smooth and cost-effective operations.
Key Responsibilities:
A. Procurement and Sourcing
- Identify and evaluate qualified suppliers and vendors for materials and service requirements.
- Prepare and process purchase requests, quotations, bid evaluations, and purchase orders.
- Negotiate prices, payment terms, and delivery schedules in line with company objectives.
- Ensure procurement transactions comply with budget limits, project specifications, and company policies.
- Maintain a database of approved suppliers and monitor performance based on quality, cost, and reliability.
B. Inventory and Warehouse Management
- Oversee inventory control to ensure accurate stock levels and availability of materials for project needs.
- Supervise warehouse operations, ensuring proper storage, labeling, and issuance of materials.
- Conduct periodic stock audits and reconciliations to maintain accurate records.
- Implement systems for tracking material movement from purchase to usage.
- Coordinate with project teams for material forecasting, requests, and timely replenishment.
C. Logistics and Liaison Supervision
- Plan and oversee logistics operations, including transportation, delivery scheduling, and dispatch coordination.
- Processing billing documents, permits, and technical expenditures.
- Handling document submissions, pick-ups, and inter-office coordination.
- Assisting in deliveries, payments follow-ups, and other messenger-related tasks.
- Monitor logistics routes, delivery timelines, and vehicle utilization to ensure efficiency and cost-effectiveness.
- Ensure compliance with company safety, documentation, and reporting procedures in all logistics activities.
D. Coordination, Reporting, and Compliance
- Collaborate closely with Finance, Planning and Operation, and Administrative Departments for purchasing, billing, and material requirements.
- Prepare regular procurement, inventory, and logistics status reports for management review.
- Maintain organized records of transactions, invoices, delivery receipts, and other documentation for audit reference.
- Uphold company policies on transparency, cost control, and ethical procurement.
- Recommend process improvements and digital tracking methods for better operational control.
Qualifications:
Education
Bachelor's Degree in Supply Chain Management, Business Administration, or related field.
Experience
2-3 years of combined experience in procurement, logistics, and warehouse management, preferably in the construction or engineering industry.
Skills and Competencies
- Proficient in MS Officer and Inventory/Procurement management systems.
- Strong negotiation and cost analysis skills.
- Knowledge in warehouse organization, transportation planning, and supplier management.
- Excellent communication, coordination, and documentation abilities.
