Job Summary

The Head of Delivery Management oversees the end-to-end delivery of telecom infrastructure sites, ensuring seamless progression from construction to commissioning and operational readiness. This role owns delivery outcomes by coordinating civil, technology, and vendor teams to ensure sites are activated, accepted, and delivered on time, within quality standards and contractual SLAs.

Key Responsibilities

Delivery & Project Management

  • Provide end-to-end oversight of site delivery activities, including
    new builds, co-locations, upgrades, and modifications
  • Drive delivery from construction completion through
    Ready for Installation (RFI), commissioning, and handover
  • Ensure all delivery milestones, timelines, and quality requirements are met across multiple sites
  • Identify delivery risks, dependencies, and bottlenecks early and implement mitigation plans
  • Ensure sites are commissioned, cleared of issues, and ready for operational use

Commissioning & Operational Readiness

  • Oversee commissioning activities to ensure sites meet operational and acceptance standards
  • Ensure coordination between civil, RF, transmission, and implementation teams
  • Track punch lists, alarms, and readiness issues through closure
  • Ensure delivery aligns with operator acceptance criteria and SLAs

Stakeholder & Interface Management

  • Act as the primary delivery interface between internal teams, vendors, and telecom operators
  • Manage delivery expectations, timelines, and constraints with stakeholders
  • Lead delivery reviews, progress meetings, and issue resolution discussions
  • Translate customer and operator requirements into executable delivery plans

Reporting & Governance

  • Establish and maintain delivery dashboards, trackers, and management reports
  • Provide regular updates on delivery status, risks, and mitigation actions
  • Drive data-driven decision-making across delivery operations
  • Ensure disciplined project tracking and documentation

Required Experience & Qualifications (CTQ)

  • 5+ years of experience in delivery management, PMO, or similar roles within telecom infrastructure
  • Proven experience delivering
    cell sites, towers, or network rollout projects
    end-to-end
  • Strong background in
    project management
    , including timelines, milestones, and risk management
  • Hands-on experience with
    commissioning processes and site acceptance
  • Solid understanding of
    both civil works and telecom technology
    aspects of site delivery
  • Experience working with
    telecom vendors and/or operators
  • Highly detail-oriented with strong execution discipline
  • Able to manage multiple projects simultaneously in a fast-paced environment
  • Strong communication and stakeholder management skills
  • Note: Formal PM certification is not required; demonstrated delivery ownership is essential.
