Job Summary / Position Objectives :
The HSSE Officer is responsible for the formulation, implementation, and oversight of health, safety, security, and environmental systems, protocols, and procedures in compliance with company policies, government regulations, and international standards. The position ensures that all company employees, assets, facilities, equipment, and cargo are protected from hazards, unsafe practices, security risks, and environmental violations.
Key Result Areas / Duties & Responsibilities:
1. Health, Safety & Environmental Protection
1.1 Attend to incidents involving health, safety, environment, or accidents at company sites, terminals, branches, or vessels. Conduct root cause analysis and recommend corrective and preventive actions (CAPA).
1.2 Act as Safety Officer based on DOLE-OHS requirements.
1.2.2 Ensure timely submission of all DOLE-OHS reportorial documents.
1.2.3 Conduct monthly Health & Safety Committee meetings and act as Committee Secretary.
1.2.4 Ensure registration/renewal of DOLE-OHS permits for all branches.
1.2.5 Represent the company in OSH-related meetings (PPA, MNHPI, BFP, DOLE, LGUs, etc.).
1.2.6 Conduct safety trainings, toolbox talks, orientations, and emergency drills.
1.2.7 Conduct safety audits/surveys and recommend corrective actions.
1.3 Act as Pollution Control Officer (PCO).
1.3.1 Ensure timely submission of DENR/LLDA reports and renewals of environmental permits.
1.3.2 Conduct environmental programs (tree planting, cleanup drives, waste management).
1.3.3 Lead environmental inspections and audits to ensure compliance with DENR/LLDA.
1.4 Serve as Health Representative and First Aider.
1.4.1 Disseminate DOH advisories, monitor workplace health status, and conduct wellness programs.
1.4.2 Represent the company in DOH or LGU health-related meetings.
1.4.3 Assist employees with health concerns, including hospital referrals and reporting.
2. Security Management
2.1 Formulate, implement, and monitor security systems and procedures for the protection of employees, visitors, customers, company properties, terminal yards, and cargoes.
2.2 Prevent theft, pilferage, smuggling, and unauthorized access within company-controlled facilities.
2.3 Conduct investigations of security incidents and ensure proper legal action is taken when necessary.
2.4 Coordination with the contracted security agencies, evaluate security personnel replacement/deployment, and recommend improvements.
2.5 Ensure proper documentation and timely submission of National Ship Security Certificates (NSSC) to the Office of Transport Security (OTS).
2.6 Conduct security inspections and audits at terminals, branches, and onboard vessels/tugboats in compliance with ISPS Code and Ship Security Plans.
2.7 Conduct orientation and training sessions on security awareness and emergency response for employees, contractors, and security guards.
3. Inspections, Audits & Reports
3.1 Conduct regular and surprise HSSE inspections of offices, branches, terminals, vessels, and tugboats.
3.2 Document findings, non-compliance, and vulnerabilities, and recommend corrective actions.
3.3 Monitor and oversee implementation of safety & security corrective and preventive actions to ensure compliance.
3.4 Prepare timely and accurate HSSE inspection reports, incident reports, and investigation results.
3.5 Maintain proper documentation and records of all HSSE activities for future reference and audits
Job Qualification I. EDUCATION
- Must be a four (4)-year college graduate (Preferably BS Nursing, Criminology, or related field).
II. EXPERIENCE
At least 2–3 years of relevant work experience in Occupational Safety & Health, Environmental Compliance, and Security Operations.
Preferably with experience as a Pollution Control Officer and with ISPS Code knowledge.
III. SKILLS / COMPETENCIES
Must have knowledge of existing security protocols and procedures
Must have knowledge of rules and regulations regarding ISPS Code
Must be able to formulate various policies and procedures
Certified Safety Officer (SO2/SO3 with BOSH + 48hrs Advance Safety Training).
Knowledge of DOLE-OHS, OTS, DENR/LLDA, DOH, and ISPS regulations.
Strong leadership, investigative, and problem-solving skills.
Proficiency in oral and written English communication.
Ability to establish strong professional relationships internally and externally.
Proficiency in security systems, safety audits, and environmental programs.
Computer literate and capable of drafting HSSE policies and procedures.
