Position Summary
The General Manager (GM) will oversee the full operations of a medium-sized affordable housing developer. The GM is responsible for billing and collection, Pag-IBIG/HDMF financing and takeouts, HR, documentation, sales and marketing coordination, post-sales and customer service, and construction monitoring. The role reports directly to the Chief Executive Officer (CEO).
The ideal candidate is an experienced leader from the affordable / low-cost housing sector.
Key Responsibilities
1. Operations Management
- Oversee day-to-day operations across billing, documentation, HR, sales coordination, and construction.
- Implement and improve internal systems, SOPs, and workflows.
- Monitor site development, construction schedules, contractor progress, punchlisting, and unit turnovers.
- Ensure alignment between office operations, sales, and on-site teams.
2. Financial & Pag-IBIG (HDMF) Management
- Lead all Pag-IBIG/HDMF loan documentation, compliance, and takeout processes.
- Ensure accurate billing and strong collection performance.
- Work with Finance on budgets, forecasts, fund releases, and project cash flow.
- Minimize delinquencies and ensure timely buyer loan conversion.
3. Documentation & Compliance
- Oversee sales documentation, buyer qualification, financing requirements, and government approvals.
- Ensure strict compliance with Pag-IBIG Fund standards, DHSUD/HLURB regulations, and LGU permits.
- Manage regulatory filings, audit responses, and project-level compliance.
4. Sales Management
- Work closely with the sales team and broker networks to hit monthly and annual sales targets.
- Oversee sales administration: reservation processing, buyer profiling, and document completeness.
- Ensure sales are compliant and ready for Pag-IBIG submission (TCT status, buyer qualification, documentation).
- Review pricing strategies, payment schemes, and promotions to maintain competitiveness.
- Provide guidance on market positioning and product development based on buyer trends.
5. Post-Sales & Customer Service
- Oversee all post-sales functions from contract signing to loan takeout and turnover.
- Ensure efficient processing of CTS, DP schedules, processing of buyer documents, equity payments, and updates.
- Monitor customer accounts for payment compliance and coordinate buyer reminders, follow-ups, and collection actions.
- Manage customer service concerns, warranty issues, punchlist handling, and unit acceptance.
- Ensure high turnover satisfaction and smooth handover of units.
- Implement customer service policies to reduce complaints and enhance buyer experience.
6. People & Culture Leadership
- Lead and mentor department heads and teams (sales admin, documentation, HR, collections, construction support).
- Oversee recruitment, training, performance management, and organizational development.
- Foster a culture of accountability, integrity, and continuous improvement.
- Ensure the company has strong succession planning for key operational roles.
7. Strategic Planning & Reporting
- Convert CEO vision and company strategy into operational plans and performance targets.
- Prepare dashboards and management reports on financials, sales, documentation, Pag-IBIG pipelines, project updates, and buyer conversion rates.
- Recommend improvements in processes, technology adoption, and organizational structure.
- Participate in strategic discussions on new projects, land acquisitions, and expansion.
Qualifications
Required
- 10–15 years of senior leadership experience in affordable, low-cost, economic, or socialized housing development.
- Strong background in Pag-IBIG/HDMF financing, documentation, takeouts, and compliance.
- Experience managing sales teams, broker networks, and post-sales operations.
- Ability to oversee operations, construction coordination, HR, finance, and customer service.
- Bachelor's degree in Business, Engineering, Architecture, Finance, or related field.
Preferred
- Experience in senior roles at affordable / low-cost housing sector.
- Master's degree (MBA or related).
- Established network with Pag-IBIG, DHSUD, LGUs, brokers, and contractors.
