Job Summary:

Quality Manager is responsible for establishing, implementing, and maintaining the Quality Management System (QMS) of the flight school. The role ensures that all training programs, facilities, aircraft, simulators, and support operations comply with the Civil Aviation Authority of the Philippines (CAAP) / FAA / EASA Approved Training Organization (ATO) regulations, company policies, and international aviation training standards. The Quality Manager leads internal audits, oversees compliance monitoring, and fosters a culture of continuous improvement across the organization.

Key Responsibilities:

  • supervision of the HOT
  • Direct liaison with Civil Aviation departments for purposes of approval, accreditation and
  • ensuring compliance
  • Ascertain that all non-compliances and non-conformities are addressed in a timely manner.
  • Review and integrate amendments to company manuals
  • Distribution and control of company manuals
  • Develop, implement, and maintain the school's QMS in alignment with regulatory requirements and best practices.
  • Establish policies, procedures, and standards to ensure compliance with ATO regulations.
  • Monitor quality performance indicators and provide management with regular reports.
  • Ensure that all training activities, documentation, and operational processes conform to CAAP/FAA/EASA ATO requirements.
  • Monitor adherence to approved training syllabi, operations manuals, and organizational procedures.
  • Serve as the primary liaison with regulatory authorities during audits, inspections, and renewals.
  • Plan, organize, and conduct internal audits of all flight school departments, including flight training, ground training, and support functions.
  • Prepare audit reports, identify non-conformities, and oversee corrective and preventive actions (CAPA).
  • Verify the implementation and effectiveness of corrective actions before closure of audit findings.
  • Work closely with the Safety Officer to ensure integration of Safety Management System (SMS) processes with QMS.
  • Support risk assessments, hazard identification, and safety performance monitoring related to training operations.
  • Oversee the control, distribution, and revision of training manuals, policies, and quality-related documentation.
  • Ensure accurate and timely maintenance of quality and compliance records.
  • Maintain confidentiality and integrity of compliance data and reports.
  • Provide training to staff and instructors on quality assurance principles, compliance requirements, and best practices.
  • Stay updated on regulatory changes, industry standards, and emerging practices in aviation quality management.
  • Mentor and supervise Quality Specialists and staff within the Quality Department.
  • Promote a culture of continuous improvement in instructional delivery, operational processes, and student support services.
  • Recommend enhancements to policies and systems to improve efficiency, safety, and training quality.

Qualifications:

  • Bachelor's degree in Aviation, Quality Management, Engineering, or related field.
  • Minimum 5 years of relevant experience in aviation quality assurance, preferably within an ATO or airline environment.
  • In-depth knowledge of CAAP/FAA/EASA ATO regulations and ISO-based QMS principles.
  • Strong leadership, analytical, and decision-making skills.
  • Excellent communication and interpersonal skills.
  • Certification in Quality Management, Auditing, or Aviation Safety (preferred).
