Starpay Corporation, a leading Electronic Money Issuer Company, is seeking a dynamic and experience Treasury Head to lead our treasury operations. The successful candidate will be responsible for managing the company's financial strategy, including budgeting, forecasting, expense control, cash management, and foreign exchange risk management. This is a critical role that ensures the financial health and operational efficiency of the company.

Key Responsibilities:

Cash Management:

  • Manage daily cash flow and liquidity to meet the company's operational needs.
  • Optimize the utilization of cash resources to enhance returns and minimize risks.
  • Oversee the management of bank accounts, payments, and collections.
  • Evaluate, develop, and implement cash management systems to optimize efficiencies.

Foreign Exchange and Fund Management:

  • Manage foreign exchange risk and develop foreign exchange risk mitigation strategies.
  • Responsible for fund management of the company, both US & PHP. This includes preparation of weekly fund allocation, budget forecast, and sourcing of funds to ensure proper allocation of funds and avoids overdraft.
  • Conduct close coordination with banks for all credit & debit transactions to ensure validity, correct application & posting especially on incoming remittances, disbursements, loan payments, and other transactions related to the business. This includes inquiry of various discrepancies on related trade transactions.
  • Maintenance of bank accounts as deemed necessary.

Financial Strategy and Investments:

  • Develop and execute treasury strategies to supports the company's financial objectives
  • Assess and manage financial risks, including interest rate and foreign exchange risks.
  • Advise senior management on financial matters and investment opportunities.
  • Weekly preparation of investment and placements recommendations for board approval.
  • Assess risks arising from the placement of investments to private and government institutions.
  • Assess performance benchmarks and recommend changes when warranted.

Treasury Operations:

  • Oversee the company's treasury operations, including fund transfers, reconciliations, and settlements.
  • Maintain relationships with banks, financial institutions, and other stakeholders.
  • Ensure the accuracy and integrity of financial data and systems.
  • Understand and manage appropriate accounting procedures and processes related to treasury operations.
  • Manage relationships with financial service providers.
  • Recommend, implement, and maintain process improvements.

Regulatory Compliance:

  • Ensure compliance with all relevant financial regulations and standards.
  • Prepare and submit regulatory reports and documentation as required.
  • Stay updated on changes in financial regulations and industry best practices

Budgeting and Forecasting:

  • Develop and oversee the company's annual budget and financial forecasts.
  • Monitor financial performance against the budget and provide variance analysis.
  • Prepare and present financial reports and forecasts to senior management and stakeholders.
  • Prepare or monitor the company's various cash flow forecasts and perform financial modeling.

Expense Control:

  • Implement and maintain effective expense control measures.
  • Analyze and review cost-reductions opportunities and efficiency improvements.
  • Ensure compliance with financial policies and procedures.

Team Leadership:

  • Lead and mentor the treasury team, fostering a culture of excellence and continuous improvement.
  • Set performance goals and provide regular feedback and development opportunities.
  • Promote teamwork and collaboration within the finance department and across the organization.
  • Train, develop, and manage direct reports to further enhance their functional excellence and career advancement.
  • Review and check the work of the Treasury Assistant and Senior Treasury Analyst to ensure that reports are accurate, complete, and timely.

Support Functions:

  • Support the month-end process where necessary.

QUALIFICATIONS: (MINIMUM EDUCATION, EXPERIENCE, TRAINING)

  • Bachelor's degree in Finance, Accounting, Economics, or a related field. MBA or professional certification (e.g., CFA, CPA) preferred.
  • Minimum of 7-10 years of experience in treasury management, financial planning, or a similar role.
  • Proficiency in financial software and treasury management systems.
  • Excellent analytical, problem-solving. and decision-making skills.
  • Strong leadership and team management abilities.
  • Exceptional communication and interpersonal skills.
  • High level of integrity and attention to detail.
  • Strong knowledge of budgeting, forecasting, cash management, and expense control principles.
