About This Role

We seek a highly skilled and organised Proposal Development Lead to oversee end-to-end tender processes across engineering, construction, and infrastructure projects.

  • Manage complex tenders, bids, EOIs, and RFPs across multiple jurisdictions and funding environments.
  • Coordinate technical experts (architects, engineers, planners, and surveyors) to develop high-quality proposals that meet client requirements and evaluation criteria.
  • Ensure proposals are well-structured, compliant with submission guidelines, and submitted on time while maintaining high-quality standards.
  • Develop and maintain proposal libraries, templates, and content for consistency and efficiency.
  • Lead internal bid reviews, feedback processes, and submission readiness to ensure smooth project delivery.
Requirements
  • Bachelor's degree in Engineering, Architecture, Quantity Surveying, Business, or a related field.
  • 5 years of experience in bid management, tender coordination, or proposals within engineering, construction, or infrastructure consulting.
  • Strong technical foundation (civil engineering, architecture, or QS) with ability to review and interpret technical content.
  • Proven knowledge of donor-funded tendering processes and government/private RFTs.
  • Proficiency in Adobe InDesign and Microsoft Office, with excellent document formatting skills.
  • Highly organised, deadline-driven, and confident in managing multiple large submissions.
  • Strong interpersonal skills with ability to collaborate across disciplines and engage senior stakeholders.
