Procurement Leadership Position

Job Summary:

The Procurement Lead is responsible for overseeing the procurement function and ensuring that all procurement activities align with company objectives. This role involves leading and managing the procurement vision and direction to deliver exceptional customer satisfaction.

Key Responsibilities:

• Lead operational activities of the procurement team to support assigned business units.
• Initiate and coordinate opportunities to execute blanket orders and shared contracts as deemed necessary.
• Agree on key performance indicators (KPIs) and expectations with buyers and provide a catch-up plan on performance versus established goals.
• Ensure all purchasing transactions comply with policies and set standards as mandated in applicable documented procedures.
• Accelerate daily purchases, with price canvassing and generated purchase orders endorsed to approving authorities within the prescribed lead-time.
• Identify and develop ways to increase the roster of qualified and reliable suppliers and contractors for critical requirements.
• Scrutinize Purchase Requisitions received by the procurement team for completeness and orderliness, challenging questionable specifications with requestors before assignment to buyers.
• Review PRs assigned to buyers and approve lists of invited bidders.
• Provide regular updates and reports to end-users and Contracting Specialist Procurement Officer (CSPO) on the status of overhauling, critical, and urgent requirements.
• Perform and review commercial analysis, challenging and validating technical analysis on requirements needing in-depth assessment and bidding results conducted by direct reports.
• Prepare presentation materials and lead meetings with different department groups on their requirements.
• Resolve and close issues encountered by direct reports with end-users and suppliers or contractors.
• Maximize cost savings through continuous improvement initiatives.
• Support projects and regulations related to safety, health standards, and environmental protection.
• Ensure contractors are calibrated with safety policies and guidelines.
• Clearly stipulate safety requirements on POs/Contracts.
• Develop relationships with teams and stakeholders, demonstrating open communication by sharing information, ideas, and knowledge.
• Respond to price queries through advance canvassing for budgetary activities from Finance and end-users within Service Level Agreements.
• Accommodate audit teams in document requirements relating to purchasing activities and act as focal person during audit interviews.
• Perform due diligence at supplier sites together with technical teams prior to delivery or engagement or award.
• Carry out special tasks assigned from time-to-time.
• Work with warehouse staff to monitor vendor delivery dates, identify past-due dates, and contact vendors to expedite orders.

Staff Development:

• Train and supervise direct reports, ensuring they are well-calibrated, informed on new/revised policies & procedures, and instructions.
• Monitor and coach direct reports to improve job skills and conduct annual performance reviews when required by management.
• Identify and recommend staff development and training & certification programs and other requirements for skills improvement and career development.
