
Proposal Development Manager

We are seeking an experienced Proposal Development Manager to lead our tendering processes across engineering, construction, and infrastructure projects. This role will see you coordinating technical experts, developing high-quality proposals, and driving business growth through successful submissions.
- This position requires someone with a strong background in managing complex tenders, highly organized, and skilled in coordinating technical teams to develop compliant, compelling proposals.
- Tender Management: Manage end-to-end bids, tenders, EOIs, and RFPs across multiple jurisdictions and funding environments.
- Proposal Development: Coordinate technical experts (architects, engineers, planners, and surveyors) to develop compliant, compelling proposals.
- Submission Oversight: Oversee technical and financial components of submissions, including donor-funded projects (ADB, World Bank).
- Quality Control: Ensure proposals meet requirements, deadlines, and evaluation criteria while maintaining high-quality standards.
- Template Development: Develop and maintain proposal libraries, templates, and content for consistency and efficiency.
- Review and Feedback: Lead internal bid reviews, feedback processes, and submission readiness.
- Educational Background: Bachelor's degree in Engineering, Architecture, Quantity Surveying, Business, or a related field.
- Professional Experience: 5 years of experience in bid management, tender coordination, or proposals within engineering, construction, or infrastructure consulting.
- Technical Expertise: Strong technical foundation (civil engineering, architecture, or QS) with ability to review and interpret technical content.
- Industry Knowledge: Proven knowledge of donor-funded tendering processes (ADB, World Bank) and government/private RFTs.
- Skillset: Proficiency in Adobe InDesign and Microsoft Office, with excellent document formatting skills.
- Work-Life Balance: Work from home, Monday to Friday 7:00AM – 4:00PM PHT.
