Job Description

Responsibilities

  • Governance & Compliance
    • Develop and implement IT governance frameworks (e.g., COBIT, ITIL, ISO/IEC 38500) tailored to the banking sector.
    • Ensure compliance with BSP regulations, data privacy laws (e.g., Data Privacy Act of 2012), and international standards (e.g., ISO 27001).
    • Lead internal and external IT audits, ensuring timely resolution of findings.
    • Establish and maintain IT policies, procedures, and controls.
  • Technology Management
    • Oversee IT performance management, including KPIs, SLAs, and operational dashboards.
    • Manage the IT budget, procurement, and vendor relationships.
    • Drive continuous improvement in IT service delivery, infrastructure reliability, and system resilience.
    • Support the CTO in strategic planning, resource allocation, and organizational design.
    • Risk & Security Oversight
      • Collaborate with the CISO and Risk teams to manage technology-related risks, including cybersecurity, third-party risk, and operational resilience.
      • Lead risk assessments and business continuity planning for technology functions.
    • Leadership & Stakeholder Engagement
      • Lead and mentor a team of IT governance, compliance, and operations professionals.
      • Act as a key liaison between Technology, Risk, Legal, Audit, and Business Units.
      • Present governance and risk updates to senior leadership and the Board, as needed.
    The Successful Applicant

A successful Tech Governance & Management Head should have:

  • Minimum 10 years of experience in IT governance, risk management, or technology operations.
  • At least 5 years in a senior leadership role within a banking or financial services environment.
  • Proven experience working with regulatory bodies such as BSP, SEC, or NPC.

Key Skills

  • Strategic planning and execution
  • IT governance frameworks (COBIT, ITIL, ISO standards)
  • Regulatory compliance (BSP, AMLA, Data Privacy)
  • Risk management and audit coordination
  • Budgeting and vendor management
  • Strong leadership, communication, and stakeholder management

Certifications (Preferred)

  • CISA (Certified Information Systems Auditor)
  • CISM (Certified Information Security Manager)
  • ITIL v4 Foundation or higher
  • COBIT 5 or 2019 Certification
  • PMP or PRINCE2 (for project oversight experience)
  • ISO 27001 Lead Implementer/Auditor
Key Accomplishments
  • Successfully led the implementation of an enterprise-wide IT governance framework in a regulated environment.
  • Played a key role in passing BSP or ISO audits with zero or minimal findings.
  • Spearheaded risk mitigation strategies that significantly reduced operational or cybersecurity incidents.
  • Built or scaled a governance or compliance team from the ground up.
