HR Coordinator – Philippines Relief International is a leading humanitarian organisation active in 13 countries, including the Philippines. We provide assistance to the most vulnerable communities through lifesaving programmes and long‑term resilience building. Our staff is 97 % local nationals. Location: Makati, Philippines – 20 % travel to field offices. Reporting to: Country Director. Direct reports: Senior HR Officer. Pre‑hire checks: Enhanced due‑diligence. Job Profile The HR Coordinator manages Human Resources functions, including recruitment, induction & onboarding, compensation and benefits administration, employee relations, policy implementation, performance management and staff care. The role ensures a work environment where all staff feel valued. Key Responsibilities Coordinate the development and alignment of country HR strategy with the RI country programme strategy. Review and roll out HR policies and procedures in‑country, ensuring compliance with national labour law. Design and implement HR and administration policies and procedures across the programme. Serve as HR partner to the Country Director and Senior Management Team providing technical HR advice. Collaborate with the Program Director to develop staffing and recruitment plans based on need and funding. Ensure consistent application of HR policies and procedures programme‑wide. Recruitment Partner with the Senior Management Team and line managers for workforce planning. Conduct efficient and compliant hiring, including pre‑employment checks. Ensure transparent, timely, safe recruitment processes. Determine salaries per Philippine salary scale and labour laws. Maintain candidate documentation and staff files per HR checklist. Ensure new hires complete orientation and mandatory policy trainings. Compensation and Benefits Lead payroll preparation, ensuring accurate donor coding and benefits records. Ensure timely timesheet completion on Time Rewards. Facilitate annual salary scale assessments. Track and document staff leave. Employee Relations Create a healthy and empowering office environment encouraging open communication. Process new contracts, extensions, transfers, promotions and other status changes. Manage disciplinary actions, staff separation and termination processes. Respond to employee queries and HR requests. Conduct office climate assessments and advise on solutions. Ensure compliance with RI policies, systems, donor regulations and documentation standards. Track and partner with Programme HR on HR incidents. Maintain and communicate the Personnel Manual and HR policies. Keep employee files auditable per RI and donor requirements. Upload and update staff data on Bamboo. Training & Development Partner with Support HR to design talent management initiatives. Coach and mentor HR staff for capacity building. Implement capacity‑building initiatives and motivate participation. Develop professional development plans using paid and free options. Assess competency levels and skill gaps; coordinate training programmes. Maintain staff data on the Learning Management System. Performance Management Track probation evaluations and document recommendations. Monitor evaluation processes and ensure completion. Guide supervisors on coaching and performance improvement plans (PIPS). Support use of the RI Performance Evaluation Form and respond to inquiries. Assist line managers in developing and coordinating Performance Improvement Plans. Safeguarding Act as Safeguarding focal and incident manager; report incidents through the mechanism. Participate in the country investigation team; lead investigations for HR and safeguarding incidents. Conduct fact‑finding/co‑fact‑checking with oversight. Promote safeguarding and safety for vulnerable communities. Model RI code of conduct and safeguarding policies. Prevent sexual exploitation and abuse; support implementation of safeguarding policies. Advocate for inclusion of safeguarding resources within programme. Demonstrate knowledge of donor safeguarding standards. Culture and Leadership Maintain a positive, harassment‑free work environment. Show sensitivity to diversity, gender issues and equal opportunities. Uphold RI values and ethics. Person Specification Degree in Human Resources or related field; professional HR qualification. Minimum five years continuous practice in a similar role. Preferred three years of HR supervisory/management experience. People‑oriented, results‑driven, with leadership skills. Experience developing and implementing HR policies, procedures and systems. INGO experience strongly preferred. Strong prioritisation and multitasking ability. Experience in staff supervision and capacity building. Fluent in spoken and written English. Excellent organisational, interpersonal and communication skills. Team builder with cultural sensitivity and interest in a multicultural team.
