Role Summary

The Systems Practice and Innovation Officer (SPIO) plays a crucial role in implementing and scaling the Resilience and Flourishing through Systems Transformation (RFST) program in FH. The SPIO supports the Director of Programs and Quality Development (DPQD) in implementing the program model, ensuring its successful execution while preparing FH Philippines for national-scale adoption. This position requires close collaboration with cross-functional teams, stakeholders, the Senior Leadership Team, and the Innovation Unit at the GSC to deliver the project on time, within scope, and on budget.

The SPIO is responsible for applying human-centered design and systems thinking methodologies, overseeing capacity-building activities, documenting lessons learned, and managing stakeholder engagement throughout the implementation process. Additionally, the SPIO will work closely with the Innovation Unit to capture the learnings and develop a comprehensive scaling strategy for broader impact.

Responsibilities
  • Key Result Area #1: Project Management
    • Ensures FH's Program Model milestones are delivered on time, within scope, and budget, emphasizing iterative development and effective use of resources.
    • Applies human-centered design, systems thinking, and FH's systems practice consistently, with regular documentation of design iterations and testing results. Develops a comprehensive scaling strategy with clear pathways to elevate successful innovations from pilot to national scale.
    • Maintains stakeholder engagement through quarterly sessions to ensure ongoing collaboration and refinement of the innovation. Monitors project progress, tracks milestones and deviations, and regularly reports to stakeholders to ensure transparency. Identifies and mitigates risks and issues proactively, adjusting the project plan as needed to stay aligned with objectives.
  • Key Result Area #2: Experiential Learning through Design and Implementation
    • Identifies areas for innovation, monetization, and scale-up in consultation with the DPQD and Country Director, ensuring alignment with FH's mission and strategic goals.
    • Applies FH's signature design methodology to build team capacity through practical demonstrations and ongoing learning.
    • Maps root causes of systemic barriers using systems thinking and identifies leverage points for effective intervention.
    • Engages stakeholders in the ideation and co-design of solutions, ensuring relevance and practicality through human-centered design approaches.
    • Develops prototypes in collaboration with stakeholders, refines them based on feedback, and finalizes them for implementation.
    • Defines the value created by the solutions and implements mechanisms to capture and measure that value.
    • Measures change and documents lessons learned to inform and strengthen future innovation efforts.
  • Key Result Area #3: Training and Organizational Capacity Building
    • Assesses skills gaps and training needs of staff to ensure they are equipped to successfully implement the Program Model.
    • Develops and delivers a training program in collaboration with the HRM, and GSC, with emphasis on building expertise in systems thinking, systems mapping, solution design, venture design and systems harvesting.
    • Conducts learning sessions to foster a culture of innovation, accountability, and alignment with FH's Heartbeat.
    • Builds internal capacity on FH's signature design methodology to ensure sustainable and effective program implementation.
  • Key Result Area #4: Stakeholder Communication and Engagement
    • Establishes effective communication channels with all project stakeholders to ensure timely updates on project progress and emerging issues.
    • Solicits and integrates stakeholder feedback into the project to maintain alignment with the program's goals and impact objectives.
    • Conducts regular meetings, workshops, and presentations to keep stakeholders informed and engaged throughout the project lifecycle.
    • Submits the final pilot report/artifacts to relevant stakeholders, documenting lessons learned and providing recommendations for scaling.
  • Key Result Area #5: Organizational Culture
    • Champion the promotion of FH culture, mindsets and behaviors.
    • Champion innovation.
    • Exemplify and advocate for FH's Culture in all interactions, serving as a role model.
    • Lead the integration of faith-based principles into Value Exchange processes fostering a holistic approach to development.
    • Perform any other duty that may be assigned from time to time.
  • Key Result Area #6: Safeguarding
    • Promote the prevention of sexual misconduct, sexual exploitation, abuse, harassment, trafficking, shaming, bullying, or any type of harm among communities, program participants, team members and partners.
    • Facilitate Safeguarding messaging with communities, program participants, team members and partners to raise awareness and promote the reporting of safeguarding issues through Community System for Accountability and Feedback (C-SAFE) and EthicsPoint.
    • Act as a reporting avenue for safeguarding issues, and facilitate relevant resources (safety, security, well-being) to survivors in accordance with organizational policies and procedures.
Qualifications and Requirements
  • Experience
    • At least 5 to 8 years of experience in project coordination, project management roles, or related fields.
    • Knowledge, skills, and experience in systems thinking, human-centered design, systems mapping and innovation work.
    • Proven experience in project coordination or management, preferably in a pilot test project context.
    • Experience working with stakeholders, partners, and communities.
    • Proven experience in coordinating and managing teams.
    • Proven success in working with all levels of management in a corporate or NGO setting.
    • Work experience with INGO is an advantage.
  • Education/Certifications
    • Bachelor's degree in a relevant field (e.g., project management, business administration).
    • A Master's degree would be an advantage.
  • Language
    • Proficiency in spoken and written English and Tagalog. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
  • Other
    • No supervisory responsibilities.
    • Willingness to travel up to 20% of the time to Area Programs and expansion communities; and to donor/partner conferences and workshops.
