WASH/Shelter Engineer - Cebu (Filipino Nationals Only) Organization : Acción contra el Hambre España (Action Against Hunger) Posting Date : 13 Oct 2025  |  Closing Date : 12 Nov 2025 Duration : 3 months | Start date : ASAP Overview You will contribute to ending world hunger by improving access to water, sanitation, and hygiene (WASH) services for the earthquake‑affected population in Cebu, Philippines. The role includes leading WASH and shelter technical engineering assessments, designing and implementing construction activities, and ensuring the public health and safety of the communities. Key Responsibilities Lead field‑level technical engineering assessments for water supply, sanitation, and shelter, present findings to the Technical Team. Participate in joint sector assessments, surveys, and evaluations to align WASH and shelter interventions with other sectors. Apply Build Back Safer and Do No Harm principles and environmental protection in all design, planning, and implementation activities. Prepare and submit a comprehensive Technical Dossier, including Technical Assessment Report, Interactive Map, Technical Design/Plan, Bill of Quantity, Terms of Reference, and Technical Clearance. Facilitate construction‑related activities, ensuring participation of beneficiaries (women, girls, elderly, people with special needs) in planning and implementation. Implement and monitor construction work, submit Monitoring Reports at 20%, 50%, 80%, and 100% milestones. Conduct regular water quality testing before and after repairs/construction, provide feedback to communities and LGU. Ensure environmental safeguards, managing construction waste, preventing contamination of water points, and safeguarding sanitation facilities. Monitor functionality of WASH and shelter infrastructure, repair or replace parts as needed. Maintain high safety standards, respecting Action Against Hunger’s Code of Conduct and site safety rules. Build capacity for the WASH Committee/BAWASA for the sustainability of built facilities. Represent Action Against Hunger with community stakeholders and maintain communication with beneficiaries and partner organizations. Reporting, Monitoring & Accountability Monitor and report implementation progress of water supply, sanitation, and shelter activities. Archive technical documents systematically for organisational learning and reporting. Consolidate annual technical reports of project teams and partners. Prepare detailed progress reports on construction for assigned sites. Ensure quality and quantity of materials meet BOQ requirements and waybill specifications. Support third‑party monitoring of WASH and shelter, providing necessary documents such as BOQ and Design. Collect verification points and submit to the Head of Project. Ensure proper turnover of WASH infrastructure to LGUs or community committees. Maintain as‑built designs and share with relevant partners and LGUs. Finance & Administration Prepare daily workers payment sheets and payment documents for workers/contractors. Assist line manager with timely submission of daily payment sheets. Organise day‑to‑day logistics, administration, and personnel activities. Manage program equipment and materials with logistics/procurement officers and maintain the project asset register. Qualifications & Experience Education : University/college graduate in civil engineering, architecture, or related discipline. Licensed Engineer or Architect preferred. Technical Knowledge : Civil/structural engineering for WASH and shelter; familiarity with Sphere, Philippine laws, and LGU ordinances; knowledge of water systems, chlorination, plumbing, carpentry; proven design, BOQ preparation, or supervision experience. Functional Experience : At least 3 years in humanitarian WASH or restoration work; experience in emergencies, recovery, and development projects. Languages : Excellent English and Filipino; knowledge of local dialects is an advantage. IT Skills : Proficient with Microsoft Office, AutoCAD, and SketchUp. Commitment to gender equality is valued.
